The memo I gave you was shared with 18 countries in the third week of December including the UN. Matter of fact its better and more updated physical memo is still present in the UN archive library in NewYork at least until 2015 when last got a chance to check it out. For me, there was much more left which should have been done post Feb 27, if at all we have chosen to do what we claim on Feb 26. My whole contention is about not meeting the military goals but just the political ones.
