If you read the article and the report, it mentions that "one member state told the committee." It establishes an official paper trail upon which the actions can be built further.
GOI has clearly decided to do it differently this time. Otherwise, they would've just done it before, when public sentiment was high.

Actually, I am not in favor of such a big order of Rafale. Reduce the order to half and buy 3 times mora Su 57 with all rights. We can increase our strength of squadron by 4 more squadron. buy 76 Rafales and 114 Su57 from Same budget. Recently, there was a report quoting some scientist who said that with Indian radars, Electronics, EW, Software, Sensor fusion and mission computers can make Su57 Superior to F35. Lets us do that. Delivery of MWF, Rafale, Su57 MKI and Super sukhois can start from 2029 onwards. AMCA may joint in 2035. Since HAL is out of AMCA now, we can expect adherence to time line.
Actually, the benefits of such conflicts is that it provides you with the chance to access your own strength and weaknesses so as those of enemies. Post Balakot strikes provided valuable input of ours as well that of Pakistan. Post last conflicts, we not only came to know about Pakistan's strength and weaknesses, but we got to know a lot about Chinese tactics, Chinese weapons etc. as the Pakistan was fighting as the proxies of China. India's actually strengthening will start post 2030 when our highly lethal weapons will enter services, submarines, Rafales, MWFs, Kusha, Gandiv etc. I therefore recommend keep fighting wars like US so that we can continuously evaluate our strengths and weaknesses.
It only is strengthening the Americans and giving them a reality check of Chinese capabilities.

What is more important for us is that we got to know the real capabilities of China. After the arrival of Astra MK1 (160 KM range), Astra MK2 (240 K.M.) Range and Gandiv, our BVR capabilities will take a big Jump. If we are able to get Super Sukhois in time, we shall have a great capability to even deal with Stealth like J 35 with VIrupaksh which is said to have the capabilities to detect something Like J20 from 200 kms. With the arrival of Brahmos NG, Rudram II and III, our standoff capability will get a big boost. We shall be able to lock on to the target from a range well beyond the reach of enemy's air defense.
Our system doesn't have the unity, sturdiness required to become that kind of state. A state on constant military interventions, conflicts etc outside of its borders.
