If Piyush Goyal was involved where's the question of defying the central government. They were very much part of the decision making process. I think you need to let go of pre conceived notions that this government has washed it's hands off the migrants. The data of 2011 census is mixed up so badly that you cannot get real result of even how many people migrated out of state easily.The population of Bengaluru, as per the 2011 census was 96.2 lakh people. Of these, a staggering 44.3 lakh people are classified as migrants...
Yeah, so at 9000 people per day, it will take Bangalore alone 500 days to transport all the migrants. As for the rest of Karnataka, good luck. And please note this is from 2011 census.
Migrants here is a generic term to describe everyone who's come here for work cutting across class barriers. It holds true for a top engineer of a tech based MNC to a businessman to a construction worker. A significant number migrants are also successfully settled there either in rental accommodation or a few fortunate ones who own their own dwellings.In South India, at least in Karnataka, they started sending migrants back a day before the lockdown was announced, and the migration lasted at least 2 days, until the midnight of 24th. Delhi was actually very late in comparison.

In 2001 census around 4 crore people were shown to be migrated from one state to other but no such clear data in 2011 census(unless you are ready to mine long spreadsheets). I have tried but it's not possible on mobile.
This article for educational purposes estimates inter state migrants to be around 57 millions from 2011 census data which will include labour and every other kind of migration.
Your 20 crore migrants assumption may include historic migration where people just settled permanently. In other post post (few days back) you estimated it to be around 40 crore. While all those figures maybe correct in some context but it's only labour component that we need here.
