EU rules meant it had to be counted so that we'd have to pay them more money, even though it isn't taxed. As it turned out it was only worth £10bn, or about 0.5%. At least that's what we told the EU.

The reason why Britain has to pay the most back is mainly because of the growing gap between the better performance of the British economy, the success of the City of London in contrast to stalled growth in the eurozone.
