Today, Cabinet Committee on Security approved the procurement of fifty six C-295MW transport aircraft from M/s Airbus Defence and Space S.A., Spain for the Indian Air Force. C-295MW aircraft is a transport aircraft of 5-10 Tonne capacity with contemporary technology that will replace the ageing Avro aircraft of IAF. The aircraft has a rear ramp door for quick reaction and para dropping of troops and cargo.


Sixteen aircraft will be delivered in flyaway condition from Spain within 48 months of signing of the contract and forty aircraft will be manufactured in India by TATA Consortium within ten years of signing of the contract. This is the first project of its kind in which a military aircraft will be manufactured in India by a private company. All fifty six aircraft will be installed with indigenous Electronic Warfare Suite. The project will give a boost to aerospace ecosystem in India wherein several MSMEs spread over the country will be involved in manufacturing of parts of the aircraft.

The programme will provide major boost to the `Atmanirbhar Bharat Abhiyan’ of the Government as it offers a unique opportunity for the Indian Private Sector to enter into technology intensive and highly competitive aviation Industry. The project will augment domestic aviation manufacturing resulting in reduced import dependence and expected increase in exports.

A large number of detail parts, sub-assemblies and major component assemblies of aero structure are scheduled to be manufactured in India. The programme will act as a catalyst in employment generation in the aerospace ecosystem of the country and is expected to generate 600 highly skilled jobs directly, over 3000 indirect jobs and an additional 3000 medium skill employment opportunities with more than 42.5 lakh man hours of work within the aerospace and defence sector of India. It will involve development of specialized infrastructure in form of hangars, buildings, aprons and taxiway. During the process of manufacturing in India, it is expected that all the suppliers of TATA Consortium who will be involved in special processes will gain and maintain globally recognized National Aerospace and Defence Contractors Accreditation Program (NADCAP) accreditation.

Before completion of deliveries, ‘D’ Level servicing facility (MRO) for C-295MW aircraft are scheduled to be setup in India. It is expected that this facility will act as a regional MRO hub for various variants of C-295 aircraft.

In addition, the OEM will also discharge its offset obligations through direct purchase of eligible products and Services from Indian Offset Partners giving further boost to economy.

This programme is a unique initiative of Government of India to strengthen indigenous capabilities and boost ‘Make in India’.

These hardly meet IAFs lift capacity. We need to replace AVROs and later the 60 or so An32s.

The An-32s need something in the class of IL-276. We were planning on working with the Russians for that before under the IL-214 moniker.

The only other alternative is the Brazilian C-390. The Americans seem to be working on something new in this class.

The Falcon from DRAL is not a military jet though.

As for this:

Yeah, both Falcon and C-295 meet those objectives, at least as long as Falcon assembly actually begins.

NEW DELHI — The Indian government on Wednesday approved a procurement request for 56 C295 transport aircraft from Airbus Defence and Space in Spain, under which 40 military planes will be manufactured in India by local firm Tata Group.

The approval was granted Sept. 8 by the Indian government’s apex armament clearance body, the Cabinet Committee on Security, which is led by Prime Minister Narendra Modi. This is the first project of its kind in which a military aircraft will be manufactured in India under technology transfer by a private company, according to Ministry of Defence release.

A $2.5 billion contract is to be signed with Airbus next month, under which the original equipment manufacturer will directly supply 16 military aircraft, and the remaining 40 will be manufactured in India by Tata Group subsidiary Tata Advanced Systems Limited, or TASL, said an MoD official.

A separate $500 million contract is to be signed later with TASL for performance-based life cycle product support of the Indian Air Force’s C295 fleet, he added.

“The project will augment domestic aviation manufacturing resulting in reduced import dependence and expected increase in exports,” the MoD release read.

The MoD had issued a global tender for 56 military transport aircraft in May 2013, and only Airbus Defence and Space submitted a bid, with potential competitor Antonov Design Bureau of Ukraine pulling out at the last minute due to Russian sanctions that interrupted its supply chain.

All 56 C295 aircraft will be inducted into the Air Force within the next 10 years. They are meant to replace 59 obsolete Avro HS 748 aircraft manufactured by state-owned Hindustan Aeronautics Limited, a service official said.

The C295 procurement was delayed by more than three years over price negotiations, the localization on Indian-made aircraft, offsets and performance-based logistics issues.

“All issues have been settled now,” the MoD official said.

A senior executive at TASL, who spoke on condition of anonymity because the individual was not authorized to speak to the media, said the company will establish a dedicated maintenance, repair, and operations and manufacturing facility in Bangalore, southern India, in the next two years. He refused to share further details.

Airbus executives in New Delhi would not comment for this story.
 
Delivery timelines for the 16 aircraft supposed to come from European line?
16 in 48 months. Total 56 in 10 years.

Of the 40 C-295s that Tata Aerospace and Defence (Tata A&D) will build, eight will be from semi-knocked down (SKD) kits; and another eight from completely knocked down (CKD) kits. The remaining 24 are to be built in India by Tata A&D, incrementally indigenizing the assemblies and sub-assemblies.

Given that only 24 aircraft will be built in India, meeting the 50 per cent indigenization requirement could be a challenge. However, Airbus expects India will order more C295s for its military and central armed police forces.

New Delhi, 24 September 2021 – India has formalised the acquisition of 56 Airbus C295 aircraft to replace the Indian Air Force (IAF) legacy AVRO fleet. It is the first ‘Make in India’ aerospace programme in the private sector, involving the full development of a complete industrial ecosystem: from the manufacture to assembly, test and qualification, to delivery and maintenance of the complete lifecycle of the aircraft.

Under the contractual agreement, Airbus will deliver the first 16 aircraft in ‘fly-away’ condition from its final assembly line in Seville, Spain. The subsequent 40 aircraft will be manufactured and assembled by the Tata Advanced Systems (TASL) in India as part of an industrial partnership between the two companies.

The first 16 aircraft will be delivered over four years after the contract implementation. All the IAF C295s will be handed over in transport configuration and equipped with an indigenous Electronic Warfare Suite.

“This contract will support the further development of India’s aerospace ecosystem, bringing investment and 15,000 skilled direct jobs and 10,000 indirect positions over the coming 10 years,” said Michael Schoellhorn, CEO of Airbus Defence and Space. “The C295 has proven again as the segment leader, and with the addition of India as a new operator, the type will enlarge its footprint even more, not only on the operational aspects but on its own industrial and technological development”.

Sukaran Singh, Managing Director and Chief Executive Officer, Tata Advanced Systems Limited, said, “This is a moment of pride for Tatas and a milestone for the Indian military manufacturing ecosystem. For the first time, an Indian private company will be wholly manufacturing an aircraft in India. This endeavour demonstrates Tata Advanced Systems’ capabilities as a defence manufacturer to build globally competitive complex platforms in India."

‘Make in India’ is at the heart of Airbus strategy in India, with the company constantly increasing the country’s contribution to its global product portfolio. The C295 programme will see Airbus bring its complete bouquet of world-class aircraft manufacturing and servicing to India in collaboration with our industrial partners, including the Tatas and leading defence public sector units such as Bharat Electronics Ltd. and Bharat Dynamics Ltd, as well as private Micro, Small and Medium Enterprises.

With a proven capability of operating from short or unprepared airstrips, the C295 is used for tactical transport of up to 71 troops or 50 paratroopers, and for logistic operations to locations that are not accessible to current heavier aircraft. It can airdrop paratroops and loads, and also be used for casualty or medical evacuation (medevac), as demonstrated during the COVID-19 crisis, using either basic litters or mobile intensive care units (ICU) with life support equipment. The aircraft can perform special missions as well as disaster response and maritime patrol duties.

The IAF becomes the 35th C295 operator worldwide, with the programme reaching 278 aircraft, 200 of which are already in operation and have booked more than half a million flight-hours.
