It’s their choice if they want to loose the market. There is no shortage of players and such blackmail is not going to help.
Been hearing about a lot of movement from Taiwan on the semiconductor/electronics front. Apparently the Taiwanese want to diversify from China to elsewhere & India is a primary target. They don't just want to set up shop here but transfer critical know-how in this sector. In return they seek support elsewhere(market access, strategic support and to a much lower degree military know how). Don't know how true this is. But I do know the Taiwan govt. has a "New Southbound Policy" and a lot of important people from Taiwan have made visits to India recently, some visits were more visible than others.

You are a semiconductor industry insider. Do you know anything of it ?

Not chip manufacturing, but system integration/assembly, PCB manufacturing etc. There is no critical know-how in this segment to transfer. But in the process people will get trained in this area and that will help a lot in long term. The primary reason for this is the size of the market which no company can afford to ignore. Apple is forcing it's suppliers to start manufacturing in India. That does not mean that the chips will be manufactured. It's about the final assembly of components sourced from all over the world (including India).

As far as critical knowledge is concerned, there is no technology in the world which Indians are not familiar with. Unfortunately India so far has failed to capitalize this vast knowledge base which China did very effectively. Somehow India is yet to come out of this baniya mentality and not willing to spend on R&D. We do not mind spending billions of dollars on importing defense/civilian equipments. But will develop cold feet when it comes to paying world class wages to top grade engineers/scientists.

India should skip 5G and go all out on 6G asking local companies to develop solutions. Indian companies dont need export market, but rather need to win them in India.
