ISI targeting Indian students abroad for radicalisation

New Delhi, Nov 22: Indian intelligence agencies have raised alarms over renewed attempts to radicalise citizens, both domestically and overseas, with particular focus on Indian students pursuing higher education abroad. The agencies have warned that Pakistan’s ISI is actively working to create “white-collared” extremist modules similar to the Faridabad cell, which operated undetected for years before being busted.

Officials noted that the threat is not confined to India. ISI operatives are targeting Indian students studying medicine and engineering in countries such as the US, UK, Germany, and Australia. These students, once radicalised, could pose a significant security risk upon returning to India. The agencies are also scrutinising the backgrounds of approximately 12,000 Indian medical students in Bangladesh, particularly those present during the 2024 protests that led to Sheikh Hasina’s ouster. The Islamic Chatra Shibir (ICS), Jamaat-e-Islami’s student wing, reportedly conducted a major drive to radicalise and recruit these students.

Intelligence sources said the ISI is coordinating with hardline clerics in multiple countries to indoctrinate Indian students and prepare them for extremist operations once they return home. Unlike the Faridabad module, which communicated via encrypted chat apps and covert university meetings, the new strategy focuses on students abroad to avoid heightened domestic scrutiny.

White-collared extremists are particularly dangerous, officials warned, as their professional status provides cover and allows them to operate discreetly online. The ISI’s goal is to replicate the Faridabad-style modules overseas, ensuring students are ready to strike once back in India.

Among all locations, Bangladesh remains under maximum scrutiny due to the well-established ISI ecosystem
, in collaboration with Jamaat-e-Islami, targeting Indian students in medical colleges. Intelligence agencies are monitoring these developments closely, emphasising that both domestic and international vigilance is crucial to counter these radicalisation efforts.

It's time to set up intelligence vigilance at Tehsil level, the honest officers in intelligence have to penetrate the Tehsils in every district to monitor the administration. Delay in work, harassment of the honorable Indian citizens, corruption and crime at Tehsil offices are the cases of sabotage of Indian economy and democracy.

Profiling of Lekhpal, Tehsildar till SDM officer should be done by the deployed field officer. The issue is the economic loss and harrasment cause by these Tehsils and Talukhs give rise to ressenment of Indian citizens and this allows NGO's , Naxals, Maoists, and other elements to have a ground of their subversion activities.

And not just that, the Tehsils and Talkuhs are also responsible for land records, and many other civilian work which accounts to full hydrological, topographic data and demographic data availible at tehsil. If this demographic and topographic data is accessible to subversive elements the this may harm the national security. The subversive elements woudl know that from where to recruit the people.

The involvement of the Dhaka Cell, a unit created by the ISI in Bangladesh, has cropped up following the huge violence that broke out in the country this week.


The Dhaka Cell was created within the Pakistan High Commission specifically to oversee the grooming of terrorists and radicals in Bangladesh. The larger intention, however, is India-specific.

The Dhaka Cell is not an ordinary unit, an Intelligence Bureau official says. The Cell was created a couple of months back following the visit to Dhaka by Pakistan’s Chairman of the Joint Chiefs of Staff Committee General Sahir Shamshad Mirza.


Indian agencies have learnt that the unrest in Bangladesh following the staged murder of student leader, Sharif Osman Hadi, was orchestrated by the Dhaka Cell.


It has also been learnt that the Dhaka Cell, since its creation in October, has been planning an unrest on a very large scale. It was just waiting for the right timing to stage the violence, and the plan was set in motion the moment it became clear that the elections would be held in February 2026, an official added.

The Dhaka Cell is similar to the one that the ISI had created in Sri Lanka. The cell in Sri Lanka also operated from the Pakistan High Commission, and its intention was to create terror modules in South India.

It had also set the prices in motion with many terror operatives conducting reconnaissance in Chennai and other places. However, this module was busted by the National Investigation Agency (NIA) in 2014.


The cell in Bangladesh comprises officers from the Pakistan armed forces. They include a brigadier, a colonel, and four majors, apart from officers from the Pakistan Air Force and Navy.


An official said that the cell was created to undertake a long-pending plan of the Pakistan establishment.


Ever since Sheikh Hasina was ousted and the Muhammad Yunus caretaker government took over, the ISI began plotting the return of a pre-1971 Bangladesh.


Experts say that Pakistan has still not got over the humiliation that its armed forces faced during the Liberation War. The war that the Indian armed forces won led to the creation of the new country of Bangladesh.

I think Mamta Bannerjee is the only one who can take on these ISI modules operating as left. BJP somehow needs to find way to collaborate to counter this national security threat if no full majority is attained in West Bengal.

Amit Shah is overburdened. You can't handle Bangladesh without Sarma and Mamta, you can't handle Nepal without Adityanath.
 

ISI picks Jamaat heir Azmi to oversee radical armed force in Bangladesh

Security agencies are keeping a close watch on the developments in Bangladesh as the radical National Armed Reserve (NAR) is set to come up.


The unit would comprise over 8,000 radicalised youth of Bangladesh, and the aim would be to control the country by imposing the Sharia law, officials said.

The NRA is being set up to replace the police in the country. This unit will ensure the strict implementation of the Sharia law, Intelligence Bureau officials said.

This plan was set in motion by the ISI and the Pakistan army, and in the run-up to its setting up, several meetings have already taken place.


The plan by Pakistan is to have both a radical army and a police wing. The process of identifying persons in Bangladesh who have a complete Pakistan tilt and are highly radicalised has already begun, officials have learnt.


Currently, there are many within the army, including its chief, General Waker-Uz-Zaman, who feel that Bangladesh should be run democratically. This is the reason why the ISI is trying to restructure the Army and put people who are loyal to Pakistan at the helm. Pakistan has identified Brigadier (retd) Abdullahil Aman Azmi to oversee the process.


He is a highly radicalised person and the son of the late Jamaat-e-Islami emir, Golam Azam. He has held a series of meetings with top Pakistani officials, and Indian agencies have learnt that he is likely to be given an important portfolio in Bangladesh’s security architecture. Pakistan seeks to make Azmi an advisor first in the home ministry.


Once the elections are conducted, this position would cease to exist, and then the plan would be to put him in charge of the NAR, officials said.


Since Muhammad Yunus took charge, several Pakistani diplomats have moved to Bangladesh. They hold regular consultations with officials in Dhaka. One of the key figures that they have been meeting is Azmi. He is the go-between man between Dhaka and Islamabad officials, have learnt.


Meetings are held at the Banani Officers’ Housing Scheme, where many Pakistani diplomats are lodged. One such meeting that was held on December 23 has come under the radar of the Indian agencies.


The meeting was held between Azmi and Pakistan’s Deputy High Commissioner, Mohammad Wasim, at the same complex. This meeting signals the making of something big, officials said.


Further, meetings have also been held between top ISI officials and diplomats in Dhaka. Intelligence agencies say that these meetings point towards a sinister plot ahead of the proposed February 2026 elections.


While plans are afoot to disrupt the elections, officials said that this plan may not be successful. The aim is to run Bangladesh like how Pakistan is being governed.


While there is a “namesake” democratically elected government in power, all the control is with the Pakistan Army, headed by Field Marshal Asim Munir.


Elections would have to be held to avoid pressure from the International community, especially the United States. Even if there is a democratically elected government in power, Pakistan wants the NAR and the army to be in charge.


The NAR would eventually replace the police, while puppets of the Pakistan establishment in the Bangladesh army would oversee the running of the country.


The primary aim is to turn Bangladesh into a completely radical country. Outfits such as the ISI-backed Jamaat-e-Islami are rooting for this, and hence they need to have an NAR in place. This unit would ensure that everyone strictly adheres to radical Islam.


On the other hand, the Army would be helmed by puppets of Pakistan, officials say.


The Indian Intelligence agencies will have a lot on the plate in the days to come, as several developments are unfolding in Bangladesh. The nation remains on edge due to the fake narrative that the ISI has spread. On the other hand, the ISI is trying to infiltrate every institution and take control over the country.

Sources identify Abu Hurraira, described as a seasoned LeT commander allegedly active in India since 2021, as the chief of this 12-member squad. He is reportedly assisted by Mohammad Umar alias “Khargosh”, another LeT operative said to have been active inside India since 2022, who has been designated deputy commander. The module also includes Abu Dujana, a younger operative who reportedly infiltrated into India in 2024 at the age of 18-an example, sources claim, of LeT’s strategy of deploying young and heavily indoctrinated recruits for high-risk operations.

ABP exclusive: Major attacks in J&K being planned by Pakistan as ISKP and Lashkar set up joint HQ in Khyber​



Fresh intelligence inputs have exposed a dangerous new phase in Pakistan’s proxy war against India. After months of covert coordination, Pakistan’s intelligence agency ISI has now operationalised a joint headquarters of Lashkar-e-Taiba (LeT) and Islamic State Khorasan Province (ISKP) in the mountains of Khyber District in Khyber Pakhtunkhwa province with the explicit objective of orchestrating major terror attacks in Jammu & Kashmir.

This revelation comes days after ABP News first reported that, on ISI’s directions, Lashkar-e-Taiba had joined hands with ISKP to activate a 12-member fidayeen module inside Jammu & Kashmir. That module is currently divided into three groups, led by Abu Huraira, Mohammad Umar alias Khargosh, and Mohammad Rizwan alias Abu Dujana, all Pakistani nationals. The entire hybrid module is being supervised by Huzaifa Bakkarwal, a top Lashkar commander with direct access to handlers in Rawalpindi.

According to intelligence sources, ISI has now gone a step further by establishing a formal LeT–ISKP joint headquarters in the mountainous region of Khyber District, a region that has long remained outside meaningful international scrutiny. Command of this facility has been handed over to Hafiz Zubair Mujahid, a seasoned terrorist who perfectly embodies Pakistan’s terror ecosystem. Before joining ISKP, Hafiz Zubair Mujahid served as Lashkar-e-Taiba’s liaison between the group and Pakistan Army’s Military Intelligence, facilitating terrorist infiltration into India with the help of known handlers Shamsher Nai, Rafiq Nai and Qasim Lala. In 2019, Lashkar formally deputed him to ISKP, where he went on to establish ISKP bases in Balochistan and played a key role in coordinating attacks in Afghanistan.

Now, the same operative has been placed incharge of the LeT–ISKP joint headquarters in Khyber District of Khyber Pakhtunkhwa province of Pakistan, whose primary task is to push Afghan-national ISKP terrorists into Jammu & Kashmir, merging them with Lashkar’s existing networks. Sources reveal that ISI plans to expand the existing 12-member LeT-ISKP joint hybrid module into a much larger formation. Over the next six months, ISI aims to induct 45–60 Afghan terrorists into this structure, increasing each group’s strength to 15–20 terror operatives. While Afghan terrorists are to be infiltrated into Jammu & Kashmir for attacks inside India, the remaining ISKP cadres stationed in Tirah Valley, comprising hundreds of Pakistani nationals, will be tactically deployed by ISI within Pakistan itself, particularly against Tehreek-e-Taliban Pakistan (TTP) in Khyber Pakhtunkhwa.

Operational instructions to field commanders will be relayed by Huzaifa Bakkarwal, who will coordinate this hybrid module via satellite phone from Rawalpindi.


The exposure of this terror headquarters raises serious questions about Pakistan’s credibility. Over the past year alone, the Pakistan Army has conducted repeated airstrikes in Khyber District, claiming to target TTP hideouts. These strikes have killed over 60 civilians, including nine children, with one of the deadliest incidents occurring on 22 September 2025, when 30 civilians were killed in a single day. At the same time, Pakistan claims to have eliminated 35 terrorists and destroyed multiple “terror camps” in the very same region, even as it quietly allows ISI to establish a joint ISKP–Lashkar terror headquarters in that valley, exposing a glaring contradiction between its claims and its actions.

India just got saved from a violent communal clash in the name of caste. Very well done by the citizens of India, some ruling party members and a few from opposition to identify the pattern and warn in advance that a law can be deadly and can create cracks in the society. There is a need to probe this. The responsible politicians must be immediately scrutinized by the intelligence and investigative agencies in India. A lot of members of the ruling party in India seems to be compromised.
 
Sources mentioned in the report say the ISI’s Matryoshka Desk was set up in January this year after directions from Pakistan’s Army Chief, Field Marshal Asim Munir. These instructions were reportedly given after discussions with officials connected to the CIA in Washington.


The unit is said to be led by Brigadier Asif Khan along with two other officers. Its reported goal includes recruiting people from Russia’s military, intelligence agencies, media and elite circles. Some reports even claim that Russian President Vladimir Putin could be among the targets.
