Harvesting is not a big issue. Big harvesting machines are available for last 10 years. No labourers are required for harvesting these days.
As much as I know, a lot of harvesting in India is still done manually and is labour intensive. During harvest season demand for labourers is peak and you see a number of folks going to places like Punjab and Maharashtra for that.
Is anybody actually keeping track ? If someone from the lower section of society went to a govt hospital to get a test done coz he suspected he had the virus but the doctors decided he didn't meet the criteria & denied him, what do you think that guy would do? He'd come home , die in a few days & none is the wiser.
If the same doctors deny a test to a well off guy, he'd get himself admitted to a pvt hospital , get those tests carried out & if he came out + , should he choose to screw the government, he'd come out with such a story. We will shortly enter such a phase.

Honestly, this is one time when leaders in democracy are really feeling heat. When you see Senators and Prime Ministers gettings corona virus, you know that they have trouble. I saw pics of these migrant labour being fed in Delhi by Kejriwal Government. It was very crowded, with abundant chances of infections. Same, when 10 to 15 of these migrant labour are packed to a room. COVID is still not an epidemic in India. It is better if they leave and go to their homes in UP and Bihar now. They have small farms there. They have their aadhar and ration cards, with address of their homes in UP. So, to get by in UP would be easier, than the hand to mouth existence in Delhi if there is a prolonged lockdown. Also, they will have more space than the cramped living quarters of Delhi.. Yogi has already started ferrying them to their villages.. Good move by him..
Even if they are housed in schools or railway stations in Delhi, once Delhi enters epidemic phase, these migrants will flee Delhi out of fear anyway, but at that phase, most will be infected and the danger would be greater to the hinterland.. There is no way these guys are going to stay in delhi, if they cant send money home. They would rather go back to their families and take care of them...
