Looking at these videos i have 2 questions:

1. How come Balochis are able to pull these IED attacks off with such planning and effectiveness?

2. Why aren't Pakistanis able to stop these?

1) Predictability of patrols. Banks of the River may have formed a narrow choke point. In the mountains of Balochistan, paths are way more predictable since forces can only move through the dirt roads of the valley.

2) Nothing can stop IED attacks, a lesson US army learned hard way. The only option is to buy better protected vehicles which cannot kill troops.

Pakistan Army also changed its tactics. Nowadays, many vehicles send a soldier ahead on foot to clear roads while vehicle slowly follow the soldier. That again is causing other issues, since this soldier is vulnerable to IED attacks. BLA started setting up double IEDs for those soldiers, 1 for the leading soldier and 2nd for the rescue troops. Also you limit mobility of your convoy to a soldier's speed. If you cannot move fast through conflict area, enemy always have an advantage, whether to escape or to set up ambush.

Interesting, I think there are also lack of anti-IED tactics by Pakistanis. Indian Army follows a tactic called Road Opening Party (ROP). 2 sets of troops start on either end of a road looking for IEDs and ambushes. This is done every morning before traffic is cleared to go on the road. Dangerous mission as many of the troops are not embarked within relative safety of vehicles. In the initial days of Kashmir terrorism the ITBP was deployed for ROP duty. Caspers were originally purchased for ROP.

Kashmir is relatively a small place and IA virtually dominate every village and streets.

However, that's not feasible in a huge province like Balochistan with the amount of troops PA can spare. PA is overstretched right now especially with the heavy deployment in Pashtun tribal belt, which once again is hot with 700% increase in TTP attack.

PA need far more troops to dominate every corner of Balochistan. Guerillas are dominating the mountains and PA send patrols once in a while and they get ambushed. Also, bulk of Balochistan mountain roads are mud roads making it hard to spot IEDs buried right in the middle of a road. In Kashmir, most roads are asphalt roads and you cannot bury an IED without troops noticing it. In Balochistan, you bury an IED I'm a mountain road and 2 days later, no one could tell the difference.

PA tactics is similar to IA tactic of road opening party. The difference is those patrols are not frequent enough let alone daily. Gives guerillas hell a lot of time to plant and conceal IED. Take a look at the following video of IED attacks on PA.

Look at the picture of yesterday's IED attack. It's hard to identify any IED buried in that mud road

Quetta: BLA targeted Levies posts and coal mines in Zarghoon

The freedom fighters of Baloch Liberation Army targeted coal mines in Zarghoon Quetta, and the Pakistani paramilitary force Levies personnel guarding these mines. As a result of the attack, the Levies personnel fled and abandoned their base. BLA fighters confiscated the weapons and equipment from the Levies force and also torched the machinery of coal mines.

On 26th March, BLA also targeted coal mines in Khost and Talib Lease area.

BLA warns the coal mine contractors to refrain from aiding the Pakistani occupying forces. In last few days the trucks belonging to coal companies were provided to Pakistani military, which they used to transport troops and carry out military operations. The Pakistani military had direct support of coal mine contractors to carry out military operations against Baloch civilian areas.

Any coal mine contractor that is hand in gloves with the enemy forces will be brought to justice. We warn them to stop their coal mine operations immediately, or they will be responsible for their losses.

The Levies force, despite several warnings, is trying to create hurdles in front of Baloch freedom fighters. Therefore, they were targeted and if they fail to shun their activities they will be severely targeted again.
