Citizenship (Amendment) Bill: why Sri Lankan Tamils, Muslims left out, asks Kamal Haasan

Makkal Needhi Maiam founder Kamal Haasan on Tuesday wondered why Sri Lankan Tamils and Muslims were left out of the ambit of the Citizenship Amendment Bill (CAB) if it was a “genuinely benevolent” legislation.

“Why are Tamils who are subjected to a methodic genocide and Muslims facing discrimination, be excluded from the bill? If it’s a genuinely benevolent bill and not a vote garnering exercise, then why won’t this CAB stop to pick up stranded Tamils & troubled Muslims of Sri Lanka?” he said in a tweet.

Earlier in the day, spiritual guru Ravi Shankar too batted for providing citizenship to Sri Lankan refugees staying in the country for over three decades.

Lok Sabha passed the Citizenship (Amendment) Bill on Monday. It will be tabled in Rajya Sabha for its consideration on Wednesday.

According to the proposed legislation, members of Hindu, Sikh, Buddhist, Jain, Parsi and Christian communities, who came to India from Pakistan, Bangladesh and Afghanistan by December 31, 2014 and faced religious persecution in those countries, will not be treated as illegal immigrants and given Indian citizenship.

Tamil Nadu has a significant number of Sri Lankan Tamils living in various parts of the state, including in government camps. Many of them had fled Sri Lanka during the ethnic strife in the 1980s.

My guess on why Sri Lankan Tamils and Muslims from Pakistan and Bangladesh are not included is that both these populations have proved to be trouble for India in the past. From assasinating prime ministers to setting up bomb making factories.

As far as I know , there has never been a case of terrorism traced to a Hindu from Afghanistan or Pakistan.

This bill is wrongly interpreted and Balatkaari Janta Party is doing little to put it out in lay mans terms amid the media frenzy. Hindus and others from the subcontinent were always welcome here. Further, the bill should have had a stronger emphasis on income, revenue sources, education rather than religion. Instead, stronger laws/bill should have been proposed for those who illegally settle with fake identities. Who gives them fake IDs? Politicians who must grow their vote banks. Politicians will take votes, irrespective of whom they came from.
Most people who resort to terrorism are better educated and have better sources of income than those who don’t. The Bangladeshi kids in the cafe attack were all from rich parents and the best education. So emphasis on income will not help.

Otherwise I agree with you that this does not solve the problem of poor Bangladeshi Muslims who are already here and cannot be repatriated. They will continue to flood in.

Those who sell fake IDs should have the highest punishment. It says a lot about a political party that the only way they can win is by getting votes of non citizens.

SIkhs killed our former Prime minister and Maratha Brahmin assasinated the father of the nation, may be we should considere disenfrenchising these two groups from the citizenship. Lets admit it, northies don't consider Tamils Hindu or Hindu enough. Explains why predominantly northie IPKF committed atrocity against Hindus tamil in Jaffna.
 
AIADMK slammed for supporting Citizenship (Amendment) Bill that also excludes Sri Lankan Tamils

Actor Siddharth took to Twitter to slam the current leadership of the AIADMK and said CM Edappadi Palaniswami has shown his true colours.

Even as the Lok Sabha passed the controversial Citizenship (Amendment) Bill late on Monday night, the AIADMK received severe criticism for having supported the Bill, which excludes Muslim refugees of Afghanistan, Pakistan and Bangladesh from the path to citizenship. While the ruling party in Tamil Nadu has just one lawmaker in the Lok Sabha (Theni MP OP Raveendranath Kumar), senior AIADMK leader and Rajya Sabha MP A Navaneetha Krishnan told the media that the AIADMK would support the Bill.

AIADMK’s decision to support the Bill has drawn criticism from various quarters. Many have pointed out that late Tamil Nadu Chief Minister J Jayalalithaa would not have endorsed the Bill. The Bill aims to provide citizenship to non-Muslim refugees from Pakistan, Bangladesh and Afghanistan. Specifically, it outlines refugees belonging to six religions— Hindus, Sikhs, Buddhists, Jains, Parsis and Christians.

DMK MPs pointed out in parliament that the Bill excludes thousands of Tamil refugees who fled persecution in Sri Lanka, another of India’s neighbouring countries. VCK chief Thol Thirumavalavan asked Home Minister Amit Shah, “There are over 1 lakh Sri Lankan Tamils ie Eelam Tamils in the country. 70,000 are still in refugee camps. By your definition, they would be considered Hindus. But why hasn't this government come forward to give them citizenship? Is it because they are Tamils? Are Tamils and Muslims people you can simply exclude?”

Terming the Bill ‘half-hearted’, DMK MP Dayanidhi Maran said, “There are Muslims in Sri Lanka who are also part of Tamil Nadu or Tamil Sri Lankans who have been living there. For 30 years, they are in our refugee camps. What are you going to do for them? You have not even addressed the issue because of your preoccupation of hating Muslims.”

The AIADMK’s move to support the Bill despite its exclusion of Sri Lankan Tamils appears to be a U-turn for the party under the leadership of Chief Minister Edappadi Palaniswami and Deputy Chief Minister O Panneerselvam. Only three years ago, in 2016, AIADMK supremo Jayalalithaa had promised that her party would take steps to get a separate homeland for Tamils in Sri Lanka and will demand that the Centre award dual citizenship for refugees from Sri Lanka.

The controversial Citizenship (Amendment) Bill was introduced in the Lok Sabha on Monday and was followed by heated debates that lasted for around 12 hours in parliament. Opposition leaders slammed the legislation for going against the secular, democratic foundational values of India. It was finally passed late on Monday night with 311 Members of Parliament voting in favour of the Bill and 80 MPs who voting against it. The 311 MPs include those from the BJP, BJD, JDU, Shiv Sena and AIADMK.

Actor Siddharth took to Twitter to slam the current leadership of the AIADMK, Tamil Nadu Chief Minister Edappadi Palaniswami. “Deeply ashamed that Edapadi Palanisamy represents my state and our people. Supporting the #CAB shows his true colours, his lack of integrity and his desperate need to remain powerful at any cost. You will all be held accountable. Enjoy your temp power till then. #IndiaRejectsCAB,” he tweeted.

Siddharth also stated that Jayalalithaa would never have supported the bill and that the AIADMK has ‘crashed in its ethos, in her absence’.

Many others also hit out at the AIADMK on Twitter for its support to the Bill in parliament.

We are not disenfranchising SRI LANKAN. Tamils, they have a franchise ....in Sri Lanka.

Lok Sabha passed the Citizenship (Amendment) Bill on Monday that seeks to grant citizenship to non-Muslim immigrants. Sri Sri Ravi Shankar has now requested the govt to grant citizenship to Tamil Lankan refugees.

A day after Lok Sabha passed the contentious Citizenship (Amendment) Bill that seeks to grant citizenship to religious minorities persecuted in neighbouring countries, spiritual guru Sri Sri Ravi Shankar has appealed to the government to extend the favour to over 1 lakh Tamil Sri Lankans living in India as refugees.

In a tweet on Wednesday, Sri Sri Ravi Shankar said, "I request the Government of India to consider giving citizenship to more than 1 lakh Tamil Sri Lankans who are living in this country as refugees for the last 35 years."

The Lok Sabha passed the Citizenship (Amendment) Bill, which seeks to provide Indian citizenship to non-Muslim refugees coming from Pakistan, Bangladesh and Afghanistan after facing religious persecution there, a little past midnight on Monday after a heated debate that lasted over seven hours.
The Bill, which was passed in the Lok Sabha with 311 members favouring it and 80 voting against it, will now be tabled in the Rajya Sabha for its nod.

Several amendments brought by opposition members, including one by a Shiv Sena MP, were defeated either by voice vote or division.

According to the proposed legislation, members of Hindu, Sikh, Buddhist, Jain, Parsi and Christian communities, who have come from Pakistan, Bangladesh and Afghanistan, till December 31, 2014 facing religious persecution there, will not be treated as illegal immigrants but given Indian citizenship.

In a hard-hitting reply to the debate on the proposed legislation, Union Home Minister Amit Shah said people belonging to any religion should not have any fear under the Modi government as he asserted that the bill will give relief to those minorities who have been living a painful life after facing persecution in neighbouring countries.

By ignoring rather important relevant current requirements of the country, and adamantly getting involve with things like CAB, which is neither beneficial for the country, nor for the party (except of-course West Bengal election, that too is highly doubtful), BJP is only shooting itself in its feet and making the north east more alienated. And it breaks my heart to see the clippings from this morning's protests. I have seen how in the 80s student movement had damaged the state so much (except making some of the corrupt leaders rich n famous), now again seeing all these talented students from premier institutes coming out in a similar manner gives me a sense of deja vu and fills my heart with anger for the thoughtless of our political leaders.

I am pretty sure, now BJP will loose its foothold in most of the north-eastern states in the next elections. (Not that they care as number of MPs from all NE states combine will probably be less than that from WB, so we know where their priorities lie)..

As far as I am aware, no Pakistani Hindu can be traced to an act of terrorism. We can offer them Indian citizenship without endangering ourselves.

If that changes, and Sindhi Dalits start blowing up Delhi, then this law should be amended to take that fact into account.

Sri Lankan Tamils have been a constant source of trouble in India.

It is the duty of the government of India to ensure the safety of Indian citizens first before worrying about the convenience of non Indians.

GOI has not been voted in to protect Sri Lankan’s over Indians.

Its normal to have a state religion. They are not discriminating or restricting others.

Are you talking about Sikhs killing IG ?

How is that relevant here? Were they from Pakistan?

They were already Indian...where is the question of denying them Indian citizenship?

We have to deal with our own trouble makers but we can avoid importing them.

Again, to my knowledge Pakistani and afghan Hindus and Sikhs and Christians have not...so far....been a source of problems for India.

Sri Lankan Tamils have been a problem.

If that changes, this law should be amended.

Similar provisions exists in BD and PAK constitution, yet Hindus are discriminated, so have the Hindu Tamils in Lanka. Stop giving such pusillanimous excuses....

Boss.. how can justify excluding muslims..if Sri Lanka is included. Sri Lanka is not an Islamist country.. and muslims face persecution in Sri lanka... BJP is smart enough to know that including sri Lanka would have meant the bill not passing Supreme court scrutiny
