You are right. What you say is true for many weapons, but to answer you about the caesar specifically, and in the context of the "wartime economy" (as Fr. PR told), there is a programme underway in France to increase stocks of 155mm shells, and to accelerate the production rate of caesar guns by reducing the manufacturing time to 12 months (instead of 30!).
Armaments are expensive, but by the end of the year, all (or hopefully almost all) of France's nuclear power stations will be back online, so France can export electricity to its neighbours. And the price of electricity is indexed to that of gas...
