Some things cannot be distinguished between military and civilian use. The same machine tool can be used to produce cars and tanks. Similarly, don't forget that the United States has also imposed a strict chip embargo on China. What the Ukrainians are talking about is impossible to import from China. If China really wants to help Russia, then at least Russia will no longer have to worry about the problem of artillery shells from now on. China has a large number of unnecessary 152mm artillery shells that can be provided to Russia, including many advanced laser-guided artillery shells.
And China and Russia are making the very most of that grey area. China can still get chips via thrid countries, it just costs more.

A simple question, why should China support Russia and Ukraine in a war? Whether their border is in Donbass, Dnieper River or Lviv, is there any benefit for China? China is currently only maintaining normal trade with Russia. If Russia produces military weapons through the products purchased from China, it is Russia's own business. For example, if a Russian kills a Ukrainian with a fruit knife, then according to American standards, then, should China not be able to export fruit knives like Russia?

Yes, many.

1) Absorb some Western defence spending and keep their focus on Ukraine in preparation for potential invasion of Taiwan;

2) Make Russia more dependent on China, get cheap oil and gas from Russia in the process.
