Fast forward 1 or 2 years later to the starting of that issue. Check the status of said issue.
Do this excercise for some few issues and you will come to a realisation. And its not limited to FP. But even in domestic policies.
Do it yourself to get the best insight.

The Modi government was just trying to create deterrence by repeatedly saying that Operation Sindoor is paused, but they don’t have the guts to initiate it again. It is also absolutely clear now that Pakistan was behind this attack.
We dont have guts, because last 11 years are just another st antony era with some marginal defence procurement. The lost 22 years of defense startrd from 2003 is creating the problem for us. Had we have signed original mmrcs deal in 2014 things would have different.
Just so you know, the original deal for 126 Rafale jets was for the F2 standard, these aircraft didn't come with METEOR as standard fit (not that it matters because it looks like even F3R don't come with them).
I am more worried about the part "Lab in home". What the heck imwas everyone doing. Does TOI realise what kind of sophisticated lab would be required to "test" and DIY experiment with the kind of materials he was handling.
What did he study. Not every doctor has the skills to pull it off just from Telegram. That's idiotic to think of. So, where did he get hand on training ? Turkey? Pakistan? BD? India? Who and how it was provided. Was any university other than Al-Falah gave him access to such facility.
Then how did he set up the lab? Can it be made from tools and equipment from your sources available to a doc of al-falah. Remember, FSL team apparently had an ' accident' while handling it. So, this jihadis process of noob to expert is more important to figure out. That's the network and the immediate hidden threat for our lives.
We will need to close those loopholes by making changes to policies from various ministries. And these radicalising videos only work when the initial state is primed for it. Was it F2? Was it stock or India custom? I know the AESA antenna can be fitted to the F2 standard.

Version weapons are not part of tender, and is to be sorted out after selection of particular aircraft.

I feel like they want a war with India just to secure their political ambitions. Afterall the elites there don't give a *censored* even if the regular soldier gets killed in thousands. Or if their assets get blown to smitherins. For them it will only help them to beg more easily like Palestine to western powers. And all that money they will get from begging in the name of humanity will obviously get to the pockets of Munira, him and co. Most of them will just divert that same money into their overseas business. Meanwhile their quam would be smoking "We defeated India" Churan as usual while rotting in poverty as usual. Unfortunately, we cannot change our neighbors. However, what we can do is adopt a realistic and pragmatic foreign policy along with funding a potent military force. They are clearly hostile so why not repay in kind whenever feasible.
Let them sell whatever they want to their awaam in country and as well as abroad. Things have been like this since the past 7 odd decades.
