France is building one carrier and all costs will be on one boat, It's a pipe dream, they will go as planned and get the US one
I don't know how many carriers India intends to have, but it may be developed at less cost than the US
As it stands today, France is supposed to buy it from the US.

What the French article highlights is a plan B in case GA cannot deliver in time. So it's merely a feasibility study for now.
Furthermore, I think there's a possibility Europe plans a military modernization and more carrier nations may be born due to the changing security situation. Defense budgets will see massive increases across Europe over the coming 10 years to match Russia to make up for their miscalculations.
Spain is talking about a conventional CATOBAR carrier in the CdG class. Spain is also interested in the French version of a carrier-capable SCAF. Italy will need a Cavour replacement. They will need a sovereign EMALS at that point. Can't dismiss Germany's potential for a carrier. There's potential for a second PANG too.
India was expected to follow the same route as France. Our conventional CATOBAR is expected to carry American EMALS and the Rafales we recently ordered.
