In J&K, the ISI provides comprehensive support to five major militant groups. These include Hizbul Mujahideen (approximate strength 1,000 militants), Harkat ul Ansar (350), Lashkar-e-Toiba (300), Al Barq (200) and Al Jehad (150). In all, about 2,500 militants, mostly foreign mercenaries, belonging to these and other smaller militant groups are operating in J&K at present. The ISI spends about Rs. 60 to 80 crores every year for prosecuting Pakistan’s proxy war against India in J&K alone, that is Rs. 5 to 6.5 crores per month. 22 It is quite obvious that Pakistan’s doddering economy can ill afford such expenditure. As the ISI’s links with the narcotics trade in Afghanistan and the agency’s active participation in the illegal arms trade flourishing in Pakistan’s North West Frontier Province are well known, it can only be assumed that funding for its nefarious activities in India is being generated by the ISI itself, with the active connivance of the Pakistan government and the Army.

Pakistan wants to pursue the ‘Qurban Ali Doctrine’ or the inevitable balkanisation of India by sending intensively trained and motivated Pakistani agents to carry out acts of sabotage and subversion.


The objectives of Pakistan’s covert action plan against India are to:-


  • Sustain the Kashmir movement at minimal cost.
  • Force a settlement of the Kashmir problem on terms acceptable to Pakistan.
  • Weaken India’s potential strength and national will by hitting at its perceived ‘fault lines’.
  • Prevent India from emerging as a strategically dominant power in the region.
  • Make Indian borders porous and India’s border states vulnerable to exploitation.

The growing ISI presence along the Indo-Nepal border is another cause for concern. India has taken up the issue of ISI’s anti-India activities, which include the infiltration of militants and agents and the smuggling of arms, explosives and narcotics through Nepal into India, with the Nepalese Government at the highest level. 26 The increasing influx of Bangladesh nationals in the strategically sensitive Siliguri Corridor in north Bengal has changed the demographic pattern in the area. The population of Muslims has increased from 15 per cent in 1971 to 70 per cent at present. The ISI is using the Siliguri Corridor for smuggling arms and narcotics from Bangladesh into the north-eastern states of India. Along the Rajasthan border also, the ISI is actively involved in setting up madrassas (Islamic schools) inside Indian territory and in smuggling arms, explosives and narcotics. 28 These developments are pointers to the larger Pakistani gameplan to further extend the areas in India in which internal security is not fully under the control of the civil government and, consequently, to dissipate efforts to fight the menace of militancy and terrorism.

The National Investigation Agency (NIA) has nabbed a senior intelligence operative of the defunct Liberation Tigers of Tamil Eelam (LTTE) in Chennai on Tuesday.
Preliminary investigation revealed that the suspect, Satkunam alias Sabesan, 47, a Sri Lankan Tamil and a former member of the LTTE’s intelligence wing, had transferred a huge amount of money to former cadres or sympathisers of the outfit to revive the movement in the Island Nation.
Searches on his premises in Valasaravakkam, Iyyappanthangal and other places led to recovery of incriminating material, including details of the money flow from Tamil Nadu to Sri Lanka in recent years, sources in the agency said.
NIA investigators were tracking Satkunam following specific inputs on his involvement in arms and drugs trafficking operations from Pakistan to Sri Lanka. The input also said that he used the proceeds of the smuggling to fund former cadres of the banned LTTE in Sri Lanka.

‘Trusted aide’​

The sources said that Satkunam was among the trusted lieutenants of LTTE leader V. Prabhakaran and was also part of his close proximity security. He was also closely associated with the then LTTE intelligence chief Pottu Amman.

About 15 years ago he was sent to Madurai to take forward the organisation’s plans in Tamil Nadu. But he was arrested in a drug case and spent almost 10 years in prison, the sources said.
After his release from jail, Satkunam revived his contacts with international arms and drugs smuggling network.
His satellite phone, diary and other gadgets have more evidence to his connections with international drug peddlers in Pakistan, Dubai and Sri Lanka.
Further investigation revealed that Satkunam was the key conspirator in the Vizhinjam arms case of Kerala.
The case relates to the seizure of five AK 47 rifles, 1,000 rounds of 9mm ammunition and 300 kg of heroin off Minicoy coast upon interception of the fishing vessel Ravihansi by the Coast Gaurd on March 18, 2021.

Case registered​

A case was registered under the Arms Act against six Sri Lankan nationals.
The NIA investigation revealed Satkunam had arranged conspiracy meetings of sympathisers of LTTE in India.
He had played a crucial role in routing the proceeds of drugs trafficking to former LTTE cadres in Sri Lanka for the revival of LTTE.
The accused was produced in a special court and remanded in judicial custody.
 

Pakistan's ISI was involved in Isro spy case frame-up, CBI tells Kerala high court​

KOCHI: Pakistan’s intelligence agency Inter-Services Intelligence (ISI) had played a role in the Isro spy case frame-up of 1994, CBI has claimed before the Kerala high court.
The allegation was raised by CBI during the hearing on anticipatory bail pleas filed by former police officers accused of framing Isro scientist Nambi Narayanan and another in the spy case.
Through the case, ISI derailed the development of cryogenic technology at Isro and India’s technological development on the front became paralyzed for 20 years. This was part of a conspiracy hatched along with enemy nations of India, CBI argued before justice Ashok Menon.
At this stage of argument, the court asked whether there is any evidence on the role of ISI in the case. CBI’s counsel submitted that evidence in this regard can be obtained only upon custodial interrogation of the accused. If custodial interrogation is not allowed, it would lead to destruction of evidence, the counsel submitted.


A counsel representing RB Sreekumar, a former officer at Intelligence Bureau who is accused of torturing Nambi Narayanan, submitted that a conspiracy involving foreign nations was never alleged at any stage of the spy case.
CBI’s counsel submitted that the Intelligence Bureau had filed a report on the foreign links of Maldivian Fousiya Hassan and others and that the report can be produced before the court in a sealed cover. The court will hear the case again on August 11.

In my opinion, ISI can't do that alone. This could be a joint operation between Pakistan and one more country.
 
Scrutinizing the Indian Foreign Service cadre is long due now. If they are not set, they are causing sabotage to Indian diplomacy and foreign relations from within the Ministry. And when you search about them on internet you will hardly find any news on it.

Most of the time the main focus is on IAS cadre, IPS, IRS and Army officers, but why neglect the top most service of India?

This is not done, it has become a need to fix the issues pertaining India's diplomacy for optimization of competence and other factual relating to their conduct with NRIs and other foreign dignitaries. MEA has failed to contain and protect Indian interest abroad, even though India has remained a democratic nation it's for India so tough to deal with other democratic nations when it comes to ease of business and startegic parternship.

It's been ages, and India still finds it hard to struggle with it's image even though India was in better condition, a democratic country unlike China which has made it's image being a communist nation. Is this not a total failure of India's diplomacy?

Indian security agencies need to take this ministry under proper vigilance and surveillance. Its long over due now.

Alarm bells are ringing as the Foreign Office is losing its officials to the greener pastures of the West.



More than 90 per cent do not come back after their postings end, sources in the MEA told INDIA TODAY.

In 1999, an officer of the 1985 batch of the Indian Foreign Service (IFS) who was posted in San Francisco came to India but disappeared within a few months and is now believed to be in the US. Earlier, another officer of the 1981 batch who was posted in the US came back, proceeded on study leave and then disappeared. The ministry believes he is also living in the US.

Ravi Soni, a first secretary posted in Jamaica, disappeared in 2000 and then procured a foreign passport under a false identity. However, he was caught while transiting to Delhi and is facing trial.
Last year, O.P. Nerwal, a Group B IFS officer working as an attache in the Indian embassy in Washington, deserted his post and did not return to the MEA after his posting ended. Disciplinary proceedings are being instituted against him.
Officials say as many as 36 MEA employees posted in North American countries are named in the list of deserters maintained by the ministry. Some of them have made it big.

While China’s aggressive postures accompanying its territorial claims in parts of Ladakh and Arunachal Pradesh and now even in Sikkim do not come as a surprise, given its past behaviour, Nepal flexing its muscles by passing a Constitution Amendment Bill to unilaterally include certain Indian territories in its official map — disregarding India’s concerns — is outrageously misguided (Page 1, “Nepal passes amendment on new map”, June 14). At the same time, these developments also betray New Delhi’s monumental diplomatic and political failures in resolving the boundary disputes amicably, and within a reasonable time frame. With the Constitution amendment now being a fait accompli, there is very little elbow room for India to turn the clock back through diplomatic initiatives.

This development has also exposed the incompetence of India’s Foreign Minister, a career diplomat, for turning a friendly neighbour into a foe.
 
The sabotage to Indian diplomacy came from within the ministry during the pandemic.

At a time when India’s understaffed diplomatic missions abroad should be sourcing and coordinating help from around the world, Jaishankar has been pushing them to waste precious time and personnel in countering the world press. Last week, after a scathing piece on the Indian government by the Australian press, the Indian High Commission in that country published what it called a “rejoinder.” But far from addressing any of the criticism in the report, the letter read more like a rant from a party propaganda department, calling the media report “motivated and malicious.”

As embassies were gasping for oxygen cylinders, far from setting up efforts to help them (such as a helpline or a war room to coordinate supplies), India’s foreign ministry issued an ill-spirited circular, calling on embassies not to “hoard essential supplies.”

The artical above is a pro congress article but it also states some facts.

The current government can't really see that how bad the condition is within the ministry! Some people may think that Modi government wan't to have more hold on the Ministry through Jaishanker, but the civil servant knows that this is not IAS service. Most of the officers will be posted abroad and that will have least political influence.

There are many IFS officers, who end up doing state politics in country abroad. Many are pro DMK or TMC or Shiv Sena affiliates. And the Jaishanker is the same guy who got the best of the postings under congress. So one never knows that whom Jaishanker is actually working for.

These kind of mismanagement within the ministry leads to ineffectiveness of the diplomatic crop and further weathering of the Indian diplomacy.

In a string of embarrassments for the foreign office last month, three Indian officials posted in the UK had to be recalled in quick succession following serious allegations of sexual misconduct, corruption in issuance of visas and sale of Indian passports to illegal immigrants.

The allegations were levelled against the Indian deputy consul general in Edinburgh, O.P. Bhola, an officer of the 1989 batch of the Indian Foreign Service, for soliciting sexual favours from a local employee posted with the mission.

The ensuing probe further revealed financial irregularities and fudging of bills. The official, back in India, is facing disciplinary action. However, Bhola denied the charges: "I have had an unblemished career, no charges were communicated to me. I was just asked to come back."

The ministry has also been forced to give marching orders to a visa staffer in its high commission in London and to a visa consul in Birmingham after allegations that visa prices were being fixed depending on the applicant's nationality. One of these officials represented the Research and Analysis Wing and was deployed to ensure that suspects or fugitives don't get visas or passports. By running a visa passport factory, they willingly compromised national security, given that Indian passports are in high demand among terrorist groups.
 
Anil Wadhwa, who served as Secretary (East) in the Ministry of External Affairs before retiring in 2017, said India should avoid any knee-jerk reaction to the developments in Afghanistan and follow a wait and watch policy.

"India should avoid a knee-jerk reaction because it remains to be seen what kind of government is formed by the Taliban, whether it is an inclusive government or not. No knee jerk reaction (India should), just wait and see how the situation emerges," Wadhwa told PTI ..

What a fantastic analysis he gave. Of course India has been waiting and watching past 20 years. Very soon the residue will fall inside India. This man is getting the pension he wouldn't want war to take place. Even if India gets the S400, there are his type of people within MEA who misguide the leaders in NSC.

After they spill the water, then other agencies have to take over to manage the crisis. And this is the reason why soldiers die at the LC.

Pakistan's intelligence agency ISI is constantly conspiring against India from across the border and is trying to infiltrate Kashmir on a large scale. According to sources, there has been a meeting between the terrorists of Lashkar, Jaish and Al Badr in PoK, in which it has been decided that before the snowfall, more and more terrorists should be infiltrated into Kashmir.

A senior official associated with security agencies said that a group of 6 terrorists had tried to enter the valley through the National Highway of Jammu last month. The terrorists had planned to enter the valley through Jammu via the Line of Control (LoC). After this, a contingent of the Army's Counter Infiltration and Counter Terror was deployed in the search operation in Rajouri and Poonch to search for the terrorists. It is possible that terrorists have crossed the Line of Control (LoC) and re-entered Pakistan Occupied Kashmir (PoK).


On October 11, there was an encounter of the army with the terrorists, in which 5 soldiers were martyred in the attack in Dera ki Gali of Poonch. Three days later, 4 soldiers were martyred in a terrorist attack in Mendhar. A group of terrorists infiltrating Uri was killed by the army in an encounter and a Pakistani terrorist infiltrating was caught, which revealed that the Pakistan Army is helping with infiltration.

Ex-Afghan intelligence officials joining ISIS; advantage ISI, more headache for India​

Intelligence and security personnel of the previous Afghanistan dispensation are finding the terrorist organisation as their new citadel to reorganise and reorient against the ruling Taliban in the country.

Left with no options since the collapse of the democratically-elected government in Afghanistan, reports suggest that the American-trained Afghan intelligence personnel have joined the ISIS-Khorasan to fight and resist the Taliban in the war-torn country.


According to reports, the intelligence and security personnel of the previous dispensation are finding the terrorist organisation as their new citadel to reorganise and reorient against the ruling Taliban in the country.


As per a foreign publication, the number of defectors joining the ISIS-K is relatively small but it is growing. With their joining, the terrorist organisation is getting critical expertise in intelligence-gathering and warfare techniques. This would help ISIS-K in carrying out a fight against Taliban supremacy.


The development does not come as a surprise for security experts in India, as they believe that it was always expected to happen as most of these members are most of them are anti-Taliban.


Talking to Asianet Newsable, security expert Qamar Agha said, "Certainly, most members of the Afghan Army are anti-Taliban, they are committed anti-Taliban. They can go to any extent or any group to defeat the Taliban. Since the alternative is not available some of them might have joined ISIS-K. They will not accept the Taliban regime. A large number of Afghan forces have been fighting the Taliban for many years. Basically, they are opposed to the Taliban and they will not accept them. I am not surprised by their joining."


About a week ago, a former Afghan National Army officer was killed in a clash with Taliban fighters. He had joined the ISIS-K after the fall of the Ashraf Ghani government in August this year. As per the publication, ISIS has become very attractive in some areas for former members of the Afghan security and defence forces who have been left behind.


Rahmatullah Nabil, a former head of Afghanistan’s spy agency, the National Directorate of Security, who left the country shortly before the Taliban takeover said that had there been a resistance, these personnel would have joined them. But for now, ISIS was the only other armed group.


On being asked about its impact on India, Agha said, "The problem is from both sides -- Taliban as well as ISIS-K -- is that they are both opposed to India. These two groups have very close ties with LeT, JeM, and other terrorist groups within Afghanistan. Taliban and ISIS-K both have deep links with ISI and Pakistan military establishments."


He further said that Pakistan has deliberately created ISIS to counter the Taliban to build pressure on them in case they go out of control. "Pakistan's plan is to support the Taliban, ISIS-K and other terrorist groups. They are using ISIS-K against the countries in Central Asia, Iran and others to build pressure on them," the security expert said.



The Taliban and ISIS both are in favour of the imposition of strict Islamic order in the country but the two have very sharp religious, ideological and political differences. Amongst them, the Taliban is considered as liberal than ISIS.

Indian intelligence agencies keep an eye on Al-Qaeda linked Turkish group expanding in Nepal​

The Turkish group has been running multiple projects in Nepal, especially in areas close to the Indian border, to broaden the support base among the country's minority Muslim community and expand logistical operations in support of global jihadist networks.

An al-Qaeda linked-charity group from Turkey has been working with Islamai Sangh Nepal (ISN), which is under the scanner of Indian intelligence agencies for allegedly providing sanctuary to terrorists, to expand its logistical hub for jihadist networks, according to an investigation by Nordic Monitor.

The Foundation for Human Rights and Freedoms and Humanitarian Relief or IHH has been running multiple projects in Nepal, especially in areas close to the Indian border, to broaden the support base among the country's minority Muslim community and expand logistical operations in support of global jihadist networks.

The main facilitator for the IHH gaining a foothold in the Himalayan country was the ISN, which has received funding directly from Turkey to finance various projects.


The IHH has been named in the UN Security Council documents and was investigated for running a line of support to armed terrorist groups in Syria.

The IHH is known as a tool of the Turkish intelligence agency MIT and has been supported by the government of Islamist President Recep Tayyip Erdogan, which granted the organization special privileges for raising funds.


The activities of the IHH focus on several provinces of Nepal, especially in Province No. 1, Province No. 2 and Lumbini province. It has established mosques, madrasas, orphanages and Islamic centers in several cities including the capital city Kathmandu. It seems the IHH has taken a special interest in places like Sunsari that are close to the Indian border.


The Islami Sangh Nepal (ISN), a Kathmandu-based organisation, came under the scanner of Indian intelligence agencies for allegedly providing sanctuary to fugitive Indian terrorists in 2018.

The ISN's connection to Turkey's radical Islamists is not only limited to the IHH. It was also listed as a member of an organization called the Union of NGOs of the Islamic World (Islam Dunyasi Sivil Toplum Kuruluslari Birligi, or IDSB), a front outfit for Turkish paramilitary group SADAT.

Turkish government's development agency TIKA is also one of the sponsors of ISN activities in Nepal.

Ali Fuat Yilmazer, former head of the Turkish police intelligence section that specializes in radical religious groups, testified in court on August 16, 2016 that "the IHH campaigns are designed to provide aid for jihadists engaged in terrorism around the world and supply medical aid, funding, logistics and human resources for jihadists."
 
The sabotage of Indian diplomacy from within the MEA. Such incidents actually bring the integrity of Indian diplomats especially the Indian Foreign Service officers (Group A) into second thought. The Foreign Service is a sensitive place, and hence also vulnerable to foreign intelligence agency. If foreign intelligence agency is aware of the weak integrity of a serving Indian foreign officer then there are high chances of him recruiting for intelligence gathering purpose. This is not a rocket science.

Shiv Shanker Menon: ex Foreign Secretary and National Security Advisor ( cadre Indian foreign Service)

Shankar's father-in-law, RD Sathe, was foreign secretary as well as ambassador to China. Although he did not call himself KPS Menon, (he had the same name as his uncle and grandfather) it was certain from the start that he would be foreign secretary

Apart from his celebrated uncle and grandfather, his father, PN Menon too was a diplomat. He passed away as ambassador to Yugoslavia. When Shankar was ambassador in Beijing, the World Tibet [Images] Network recalled that he had spent some of his boyhood days in Lhasa, where his father was consul general of India there.

I had the occasion to watch this young officer's work as the under secretary for China at a time when India was taking new initiatives with regard to China. His proficiency in matters relating to China and maturity of approach were quite evident even at that time and these have multiplied over the years of his experience of dealing with China.

No other officer may have done as much of China as he has done, even though the Indian Foreign Service has quite a few China specialists. It is not unusual for China experts to occupy the post of foreign secretary.

Rao has held meaty assignments at headquarters, including additional secretary in charge of administration and personnel, served as minister-in-charge of press affairs at the embassy in Washington, been deputy chief of mission in Moscow, and spent sabbaticals at two top American universities. Then there are the key, almost essential for the job, neighbourhood assignments. Like Menon, she was India’s envoy to Sri Lanka and China.

The situation was compounded by the ugly fact that Mishra did not know where L.C. Jain, the Gandhian appointed by I.K. Gujral as high commissioner to South Africa, stood although Jain was accompanying Mishra to all his meetings in Pretoria. Jain was against the Pokhran tests and made no bones about telling the South Africans as much. A point came when Mishra decided that enough was enough. The South Africans were planning to push NAM at its Durban summit into taking a stand against India - the very NAM which India had, for decades, considered to be part of its diplomatic fiefdom. It had to be stopped at all costs. At one meeting with the South Africans, Mishra abruptly threatened that if Pretoria persisted with its wholly negative attitude towards New Delhi, the Vajpayee government would break off diplomatic relations. How would it look, he asked, if Mahatma Gandhi's India broke off relations with apartheid-free South Africa? The South Africans were suitably stunned.


There are still many like him working silently against Indian interest within the Indian Foreign Service.
 

Protests and clashes raged on Sunday in northeastern India after 14 civilians were killed by soldiers, one of the deadliest outbursts of violence in recent years in a region long torn by insurgency and ethnic divisions.
Eight of the civilians were killed when a truck carrying coal miners returning from work was mistakenly ambushed late Saturday by security forces searching for insurgents in the Tiru area of Nagaland State, along the border with Myanmar, according to local officials. The Indian Army said that the soldiers had been responding to “credible intelligence” reports about the movement of insurgents, who often cross into Myanmar after attacking soldiers.
News about the killings spread quickly on social media and prompted residents in the area to attack troops and set two military vehicles on fire. After an Indian soldier was killed during the protests and street fighting, security forces opened fire on crowds, resulting in the killing of five more people on Saturday night. On Sunday afternoon, another civilian was killed by government forces after protesters entered an Indian Army camp.
In a statement referring to the ambush on Saturday, the Indian Army said: “The incident and its aftermath is deeply regretted. The cause of the unfortunate loss of lives is being investigated at the highest level and appropriate action will be taken as per the course of law.”
