Adani Defence & Aerospace will also make VISHORADS though so I don't get logic of this statement? They are the DcPP of VISHORADS.

That is not the reason. The definition of Manportable is different at different places. While US, China and Russia mean cost effective shoulder fired solutions, European countries mean usually 2 man squad doing point defence work.
Stinger, Igla and Chinese copies of Strela all are similar.
While Mistral and RBS70 along with Starstreak works on the latter definition.
When India started its development, the leadership more or less acknowledged that a mix of both is required. For more mobility we had what was known as MPDMS and for performance we had VSHORADS. And for redundancy the localised Starstreak.
But I don't have any idea on what happened to MPDMS
