Germany atm has two SLOCs access- one via Baltic sea connecting to Russia and another is the normal Suez Canal and the IOR connect.

For Germany, the challenge being its basket of trade is mostly from EU and in future its not enough for their economy. Chasing fora FTA with India is the top priority and securing similar deals with other south-east Asian countries serve well for diversifying their basket of trade and potentially growing into new economic growth from a slowing EU perspective.

Germany is also looking at massive investment in this IOR corridor. Especially for building transport infrastructure and filling up the gaps. An example is Siemens trying for high-speed trains and development plank for transport infrastructure. The other being resource extraction and mining tech from nations having large coastlines. German technology is offered for such countries as in the case of Mauritius and Seychelles as an example.

Germany's core competency lies with machinery, railway, and electrical equipment. This is where it sees developing nations especially India and IR having huge potential. As an example, BIMSTEC and regional connectivity is one of their targeted place for such core competency deployment.

The USA should immediately cease this "aid" immediately. Today there are 10s of thousands of Americans without electricity and basic sanitation. It would be better spent on those people.
The aid given to Pakistan is less than 1% of their GDP and IMO would make little or no change. There is a simple reason why.
This money doesn't end up in any infrastructure or value added service in Pakistan. It lines the inadequate incompetent scum that the nation has elected as leaders. If a trace was done on electronic transfers of this funding one would clearly see the eventual destination of this "aid". When the Americans halted this "aid" in the 90s - remarkably Pakistan flourished (for once) and there was a turn around in economic growth.

Has the Pakistan Army Changed Its India Policy?
General Qamar Bajwa’s comments to the Pakistani Senate raised hope for better India-Pakistan relations.

The history of India-Pakistan relations show that, every time an attempt is made to build relations, Pakistan’s army sabotages the peace talks by either escalating tensions at the Line of Control (LoC) or sending trained militants to India to launch attacks. On January 2, 2016, for example, a heavily armed group from Pakistan attacked the Indian Air Force base in Pathankot. This attack came immediately after Indian Prime Minister Narendra Modi’s impromptu visit to Lahore to meet his counterpart, Nawaz Sharif. This was followed by another attack carried out on September 18, 2016, where four heavily armed militants, belonging to Jaish-e-Mohammed, managed to cross the porous border and launch a surprise attack on an army camp in Uri in Jammu and Kashmir, resulting in the deaths of 17 soldiers.

Another worrying recent development was the release of Hafiz Saeed, of the banned Jamaat-ud-dawa, one of the masterminds of the 2008 Mumbai terrorist attack, where over 160 lost their lives. Saeed was released by the Lahore High Court due to the failure of the government, probably under pressure from the army, to produce evidence in court.

However, in spite of the continued hostility, both India and Pakistan did keep the composite dialogue going through their national security advisers. Sadly, both countries are now experiencing a low point in their relations, with a virtual breakdown of the mechanism set afloat in Lahore to settle disputes through dialogue.

Pakistan needs to review its strategy of waging a proxy war with the help of militants to create disorder and mayhem in Kashmir. This strategy has proved counterproductive, besides inviting international condemnation. Recently, the Indian army has managed to neutralize the militants sent across the border; more than 190 militants have perished this year alone.

The best way forward is to look for “out of box solutions” to solve this complex problem. One way would be to grant autonomy to the people of Kashmir (on both sides of the border), so that there is free movement of people and trade on both sides of the valley. This will help in reducing the mistrust between the two countries.

It is in this context that Pakistan’s Chief of Army Staff General Qamar Bajwa’s first briefing to the Senate Committee assumes significance, mainly on two counts. First, he indirectly accepted the supremacy of the parliament. According to Dawn, Bajwa’s appearance at the briefing suggests “that the military is aware that the constitutional order and national security need to be strengthened by inter-institutional cooperation.” Second, in a major shift in the army’s ostrich approach on Pakistan’s India policy, he told the Senate to improve ties with India. However, when asked about Hafiz Saeed, the general replied that the Islamist leader was free to pursue the Kashmiri cause. This has caused confusion in India about Bajwa’s real intentions.

Be that as it may, both India and Pakistan should welcome this development, as the general’s briefing could mark a historic departure in the Pakistan Army’s attitude toward India.

Due to the complexity of the disputes, especially over Kashmir, no immediate settlement is possible, but talks can go a long way in easing the tensions between the two countries. It is here Pakistan can learn from China and India, which, while continuing to explore ways to settle their border disputes, have attempted to improve trade and commerce. In the last five decades, since the 1962 war, not a single bullet has been fired by both sides, despite several tense encounters. Contrast this with India and Pakistan, where cross-border shelling has become the order of the day.

At a time when there is tension in many parts of the world, there is now an urgent need to make sincere and genuine attempts to improve bilateral ties, as this will bring peace and prosperity to the people of both countries.

We have seen in the past that attempts to boost ties — such as the composite dialogue, Lahore-Delhi bus service, and opening of cross-LoC trade in both India- and Pakistan-administered Kashmir — did contribute in the easing of tensions between the two countries, though for a very short period. It now depends on the matured leadership of both countries to take the relationship forward in a meaningful and constructive way. It may be a worthwhile to include the army representatives from Pakistan in all future peace talks to get their unbridled support. Both countries should forget the bitter past and work toward ending the hostility.

Let 2018 mark a new chapter in India-Pakistan relations.

The USA should immediately cease this "aid" immediately. Today there are 10s of thousands of Americans without electricity and basic sanitation. It would be better spent on those people.
The aid given to Pakistan is less than 1% of their GDP and IMO would make little or no change. There is a simple reason why.
This money doesn't end up in any infrastructure or value added service in Pakistan. It lines the inadequate incompetent scum that the nation has elected as leaders. If a trace was done on electronic transfers of this funding one would clearly see the eventual destination of this "aid". When the Americans halted this "aid" in the 90s - remarkably Pakistan flourished (for once) and there was a turn around in economic growth.

The country has been systematically looted by elected morons that think first about themselves and then the nation.

As neutral as I can be- For me, this fact is the single reason, why cpec is an idea that is bad for pakistan "right now".
Its a great project idea, a trade route to connect atleast 400 million people. But , it should have been done after the elimination of feudal mafias. This messed up order does not bode well. Couple it with lack of transparency.
Taking infrastructure loans now is similar to filling a pot with a hole.
Should really put an end to organized looter mafias before taking loans.
Unfortunately, the innocent and naivest people are going to be paying the bill.

There is no accountability to when the USA fund their desires and requirements. It generally goes into 3rd party accounts in Switzerland. Exactly. I was afraid of the same when I quoted @Superkaif . Once the US aid freezes, would that divert the mafia hunger to projects like CPEC? Not that its graft free for now.

Hours after the US announced cutting off military aid to Pakistan, US ambassador Kenneth Juster met foreign secretary S Jaishankar on Friday morning to discuss the details and implications of the US action.

The US, in its most sweeping action yet, suspended almost $1.3 billion in military assistance to Pakistan after US president Donald Trump tweeted on New Year's Day that the US would no longer tolerate Pakistan's double-speak, accusing Pakistan of having "given us nothing but lies & deceit" and providing "safe haven to the terrorists we hunt in Afghanistan."

India has not given any statement on the subject, which, sources said, could be because neither the US or India wants to "gloat" or humiliate Pakistan further. Pakistan has predictably reacted with outrage, with the government promising to "reveal" facts of US aid, while others have demanded a downgrading of diplomatic ties with the US. US ambassador to UN Nikki Haley, opened another door for Pakistan, saying US could make some case-by-case exceptions based on critical to national security interests. Pakistan she said, "work with us at times and they also harbor the terrorists that attack our troops in Afghanistan."

While successive US administrations have bemoaned Pakistan's duplicity, this isn't the first time the US has denied military aid to Pakistan, nor is this the first time that bilateral relations are on a serious downturn. In recent years, the US refused to reimburse Pakistan for 2012, after Pakistan blocked NATO supply lines between November 2011 and July 2012. The current suspension belongs to the almost $1 billion authorised in additional coalition support funds (CSF) to Pakistan, of which $300 million was subject to certification that Pakistan was taking recognizable steps against the Haqqani network, and not subject to a waiver. In 2016 and 2017 US authorized $900 million for Pakistan, but refused certification in 2015 and 2016, which meant that these funds have not been available to Pakistan for the past two years anyway.

According to recent US media reports, Washington was angry with Pakistan when it blocked US access to a Haqqani network leader who was picked up by the Pakistanis when they "rescued" an American woman and her Canadian husband from Taliban captivity.
