Yeah, could be, however I would assume the Batch 1 & Batch 2 Talwar class of FFG would get VL-Shtil first to increase commonality with Batch 3

Maybe.

They have retained the Fregat radar though which is tied to Shtil.

I'd imagined that they'd replace it with the Elta 2238 radar at some point (+BEL X-band MFR as on the Rajput DDGs). Doesn't appear to be happening though.
