Chinese test kits: India cancels order, says due process followed

NEW DELHI: The health ministry on Monday said India is cancelling the order of rapid anti-body test kits from China over performance issues, adding that the government does not stand to lose a single rupee since due process was followed during procurement.

The health ministry's statement came after the country's apex health research body Indian Council of Medical Research (ICMR) on Monday asked states to stop using the Covid-19 rapid antibody test kits procured from two Chinese companies and return them to be sent back to the suppliers.

The ministry also released a fact sheet of the procurement process of testing kits from the Chinese companies - Biomedemics and Wondfo - that have been put on hold for now.

It said the ICMR identified the two companies taking sensitivity and specificity in mind.

"ICMR is doing everything it can to ramp up testing. This requires procurement of kits and supplying them to states. This procurement is being undertaken when globally there is a huge demand for these test kits and various countries are applying their full might, monetary and diplomatic, to acquire them.

"ICMR’S first attempt to procure these kits did not elicit any response from the suppliers. Its second attempt got adequate responses. Of these responses, taking sensitivity and specificity in mind, kits of two companies (Biomedemics and Wondfo) were identified for procurement. Both had the requisite international certifications," the ministry said.

The government added, "For Wondfo, evaluation committee got 4 bids and the corresponding quotes received were Rs 1,204, Rs 1,200, Rs 844 and Rs 600. Accordingly, a bid offer of Rs 600 was considered as L-1. In the meanwhile, ICMR also tried to procure the kits directly from Wondfo company in China through CGI."

However, the ministry said that the quotation received from direct procurement had few issues, including quotation was FOB (Free on Board) without any commitment on logistics issues and was on the basis of 100% direct advance without any guarantees.

"There was no commitment on timelines. Rates were communicated in US dollars without any clause for accounting for fluctuations in prices. Hence, it was decided to go for Wondfo’s exclusive distributor for India for the kit who quoted an all inclusive price for FOB (logistics) without any clause for advance.

"It needs to be also remembered that this was the first ever effort by any Indian agency to procure such kits and the rate quoted by the bidders was the only reference point," the ministry said.

The ministry said that after receipt of some supplies, the ICMR again conducted quality checks on these kits in field conditions and based on scientific assessment of their performance, the order in question (Wondfo) along with the order in respect of another make were found to be under-performing and have been cancelled.

It added that India won't lose a single rupee since it followed all procedures.

"It needs to be stressed that ICMR has not made any payment whatsoever in respect of these supplies. Because of the due process followed (not going for procurement with 100% advance amount), the government of India does not stand to lose a single rupee," it clarified.

More than half a million kits for testing for antibodies to coronavirus were ordered from China this month as a way to ramp up India's screening. But the Indian Council of Medical Research said several states had complained about the quality of the equipment from two firms and these need to be sent back to China.

Congress leader Rahul Gandhi has alleged that some people were indulging in profiteering while supplying rapid test kits for COVID-19 to the government.

Mumbai: Eleven people from Indonesia linked to the Islamic sect Tablighi Jamaat have been arrested for violation of visa rules by the Mumbai Police, officials said.

They had been kept in quarantine before they were arrested. One of them who had been found to be infected with COVID-19 has recovered, the officials said.

They will be produced in a city court on Tuesday as their police custody will end the same day.

They were a part of a group of from Indonesia who were staying at an apartment in Bandra (West) since March 29 after they returned from Delhi.

Over a thousand COVID-19 cases are estimated to be linked to the gathering at Markaz Nizamuddin, the 100-year-old building in the crowded south Delhi locality where the Tablighi Jamaat is based.

More than 25,500 local workers of the Islamic sect and people who came in contact with them had been quarantined.

Jamiat Ulema-e-Hind, a Muslim organisation, had approached the Supreme Court seeking to stop sections of the media from allegedly giving a communal colour to reportage on COVID-19 cases linked to the event held by Tablighi Jamaat. The court, however, said it will not pass any order that would lead to a "gag" on the media.

The Indian Navy has readied three of its largest warships to move to the Gulf to evacuate stranded Indians. The INS Jalashwa, an LPD or Landing Platform Dock— an amphibious warship— has been readied along with two LSTs or tank landing ships.

The government has asked these ships to be prepared to move within a few days. As they are large ships, particularly the INS Jalashwa, a huge number of people can be evacuated, if the option to send ships as opposed to Air India jumbos is taken. The Jalashwa, apart from its crew, can carry 1,000 troops and after social distancing, it translates to about 850 people.

The two LSTs are smaller (there are Kumbhir class ships) and can carry several hundred people apart from the crew. In fact, the Indian Navy has eight LSTs in Vizag, Port Blair and Cochin, but two are being refitted. Apart from the other two being readied, the other four LSTs are also to be readied.

If the ships are used, and it is an option the government is seriously considering, the sailing time to the Gulf is four to five days depending on which port the vessels are leaving from. If they have to pick up people from May3-4, they would have to leave in two-three days.

The government’s preliminary plan is to evacuate people who have “compelling reasons” to return like a family emergency, loss of jobs and the expiry of work permits, from the Gulf, where there are eight million Indians, South-east Asia, Central Asia and in smaller numbers, from Europe and the United States. The missions in these areas have been asked to “grade” people— people who need to return immediately will get preference.

A final decision by the government on evacuation is likely to be taken soon. But before that, ships and planes will have to be readied.

COVID-19: Imran Khan is stealing from the poor and giving to the rich

London/New York: The Pakistani expatriate community residing in the United Kingdom has rejected Prime Minister Imran Khan's appeal for funds to fight coronavirus infection, telling the world that the government is "stealing from the poor by cutting their salaries and benefiting the rich".

Giving the example of Railway Minister Sheikh Rashid, activists said, "The minister gives a check of Rupees 5 crores for COVID-19 relief by deducting salaries of poor railway employees. He has not contributed a single penny from his funds."

This is the way Pakistani leaders are exploiting the situation, the activists lamented further.

Palwasha Khan, a Pakistani politician, also criticized Imran Khan's government, especially the governor of Sindh Imran Ismail, who insulted the poor people while distributing Rs. 12,000 as COVID relief fund under the Ehsas Program.

She said, "Sindh governor's video is going viral in which he is asking a poor woman to count Rs. 12,000. I want to ask the governor, you are sitting at a place where Jinnah used to sit. You are a metric pass governor and you better tell - will you be able to write 'governor Sindh' in English? I challenge you to write it in Urdu."

"This money belongs to the people of the country," she added.

The expatriate Pakistanis, including those in the medical profession, also criticized Khan's government for its failure to convince the public to maintain social distancing during the holy month of Ramzan.

While speaking to someone in Karachi, a Pakistani doctor working on the frontline in New York narrated the horrific stories of the US and asked people in Pakistan to follow social distancing and lockdown guidelines.

He said, "We are getting the majority of patients who are not following lockdown guidelines. We doctors are taking all precautions while treating the patients. If we are taking all precautions, why are not you able to do so? What is it necessary to go to a mosque and offer Namaz there? If one person is affecting with the virus, it will spread to all those available at the mosque."

Many people in Pakistan were expecting that Khan's government would impose a strict ban on mass prayers - including the special Ramzan prayers in mosques - to slow the spread of COVID-19. But Khan decided against shutting down the mosques.

Doctors also warned that congregational prayers will be disastrous for the country. However, implementing the lockdown is proving to be a challenge for the government as several clerics in the country have urged people to ignore anti-COVID measures amid the Islamic holy month of fasting.

In the last 24 hours, the number of cases in the country reached 13,318 with Punjab leading the tally with 5,446 cases, which is the highest among all provinces.

Plus killing someone for eating beef is very much killing for religion , a practice common across India.
I have eaten beef many times when I was in Chennai some years back. The number of people killed because of beef is less than negligible. Do you just make baseless claims to troll or do you really believe them?.

Union Minister of Science & Technology, Health & Family Welfare and Earth Sciences, Dr Harsh Vardhan, here today reviewed, through videoconferencing, the various initiatives undertaken by the Department of Biotechnology (DBT) and its Autonomous Institutes (AIs) and its Public Sector Undertakings (PSUs) – BIRAC and BIBCOL, to tackle the current COVID-19 crisis especially with respect to progress made in indigenous development of vaccine, Rapid Test and RT-PCR diagnostic Kits.

Secretary, DBT, Dr. Renu Swarup informed that DBT has evolved a multi-pronged research strategy and action plan for immediate response as well as for long-term preparedness to tackle COVID-19. These multifaceted efforts include research towards development of candidate vaccines, therapeutics, and suitable animal models for COVID-19 as well as development of indigenous diagnostics and genomic studies on the host and pathogen. The DBT and its PSU, Biotechnology Industry Research Assistance Council (BIRAC) has announced a COVID-19 Research Consortium Call to support Diagnostics, Vaccines, Novel Therapeutics, Repurposing of Drugs or any other intervention for control of COVID-19.

During interaction with DBT scientists, Union Minister was informed about various computational methods being developed by DBT labs/AIs to predict potential antiviral drug molecules. In another strategy, surrogates of the virus are being developed representing one or more critical steps in virus lifecycle and inhibitors are being tested. Work is in progress to isolate neutralizing antibodies either from the patients recovered from COVID-19 or from human antibody libraries. Also various AIs of DBT are working on development of candidate vaccines which are at various stages of pre-clinical studies with an overall aim to demonstrate the proof of concept and immunogenicity and safety evaluation prior to clinical testing. At the moment, at least 9 of these studies are in early stages and one delivery and adjuvant system for improving the immunogenicity of candidate vaccine is at the advanced stage of development.

While discussing genetic sequencing, Dr. Harsh Vardhan said, “These genetic sequencing efforts remind me of Polio eradication movement 26 years back. Towards the fag end of the Polio movement, active surveillance of the country was done to find out the cases of acute flaccid paralysis. That time also, genetic sequencing was used to establish the travel history of polio virus which eventually helped in the eradication of polio.”

After the presentation, Dr. Harsh Vardhan appreciated the work being done by scientists and their innovative ways of finding solutions to mitigate COVID-19. “The sincere efforts of DBT scientists will enable the country to be self-reliant in production of RT-PCR and Antibody test kits by the end of next month. This will make it possible to meet the target of conducting one lakh tests per day by the end of next month”, he said. The minister also exhorted scientists working on developing new vaccines, new drugs and medical equipment, to speed up their work. “Out of at least half a dozen candidates supported for vaccines, four are in an advanced stage and regulatory platform at one place has been constituted for speedy clearances”, he said.

Dr. Harsh Vardhan also appreciated the BIRAC efforts in supporting over 150 start up solutions of which over 20 are ready for deployment. He also released a Hand-Sanitizer developed by another PSU of DBT, Bharat Immunologicals and Biologicals Corporation Ltd. (BIBCOL) which is engaged in manufacturing of various biological, pharmaceutical and food products. It currently is manufacturing formulations of Vitamin C and Zinc tablets to contribute towards the solutions for COVID-19. “A contribution of Rupee One towards commercial sale of each single bottle of this Sanitizer will go to PMCARES Fund”, Dr. Harsh Vardhan said.

Dr. Renu Swarup, Secretary, DBT, senior officials, Directors of DBT-AIs, Senior Scientists and senior officials from BIRAC and BIBCOL participated in the meeting.

China's man in Canberra has unmasked the regime's true face
Ambassador Cheng Jingye has done Australia a great service. He has taken off the mask. China's ambassador has shown us the true face of the Chinese government's feeling for Australia.

The Chinese Communist Party for years has been working systematically to undermine Australia's sovereignty. To "take over" our political system, in the words of Australia's former national security adviser and ASIO chief, Duncan Lewis.

But the Chinese regime always kept the smiling mask of friendship in place. President Xi Jinping told Australia's Parliament in 2014 that the two countries should "be harmonious neighbours who stick together in both good times and bad times".

Cheng Jingye suggested there would be consequences if Australia pressed ahead with calls for an inquiry into the origins of the pandemic.

Well, the bad times are now upon us, courtesy of the made-in-China pandemic. And what has China's official representative in Canberra done? Ambassador Cheng has openly threatened Australia with trade boycotts.

Why? Because Prime Minister Scott Morrison last week dared to suggest an inquiry into the origins of the coronavirus pandemic. "The Chinese public is frustrated, dismayed and disappointed with what Australia is doing now," Cheng said in an interview with The Australian Financial Review's Andrew Tillett, published on Monday.

"If the mood is going from bad to worse, people would think, 'Why should we go to such a country that is not so friendly to China? The tourists may have second thoughts.

The Chinese government has threatened to cut students and tourism to Australia after the government made calls for an inquiry into the pandemic.

"The parents of the students would also think whether this place which they found is not so friendly, even hostile, whether this is the best place to send their kids here.

"It is up to the people to decide. Maybe the ordinary people will say, 'Why should we drink Australian wine? Eat Australian beef?'"

Cheng said that it was a political move in league with the US: "So what is being done by the Australia side, the proposition is a kind of teaming up with those forces in Washington and to launch a kind of political campaign against China."

He said the idea of an inquiry was "dangerous". His overall position is foolish. But his claim that the proposed inquiry could be "dangerous" is just hilarious. Who's the dangerous actor here?

Is it China? The country whose reckless indifference to public health again inflicted a zoonotic plague on the world, so far infecting 3 million people and killing more than 200,000 in 210 countries? Or is it Australia, for suggesting an inquiry?

And if Cheng thinks the idea of an inquiry might be dangerous to China's authorities, it suggests the Beijing regime has a lot to hide.

As for the foolishness of Cheng's position, it's threefold. First, he's been foolish enough to expose the reality of Beijing's intentions towards Australia. The CCP seeks dominance, through any means possible. This has long been the reality of the Xi regime. I recounted examples of China's economic coercion against 11 countries in my Quarterly Essay, Red Flag, published last year.

But, to now, the party's functionaries have delivered their threats and pressure tactics in private and coercion has never been declared openly. Now we all see the truth – there is no goodwill, only gangsterism.

Second, "it's a pretty inept piece of Wolf Warrior diplomacy because he's huffing and puffing after the house has already blown down – China has already done more damage to our economy than any boycotts could," says Rory Medcalf, head of the ANU's National Security College. Wolf Warrior was a hugely popular piece of Chinese hypernationalist cinema released in 2017.

And third, Cheng's comments are foolish because an open attempt to intimidate Morrison can only serve to rally Australia around the Prime Minister.

The Foreign Affairs Minister, Marise Payne, coolly rejected "any suggestion that economic coercion is an appropriate response to a call for such an assessment, when what is needed is global co-operation".

Critically, the opposition foreign affairs spokesperson, Labor's Penny Wong, stood firm with the government. "I'd make the point that the Chinese ambassador spoke about not wanting to resort to recrimination, division and suspicion and what I'd say is that's precisely why we are supporting a call for an independent inquiry into the origin of the virus," she said. "We have to press what is right, what we believe is right, for us and for the international community, and making sure that humanity understands how this virus started is the right thing to do."

Even Australia's business leaders, consistent Beijing boosters, cannot possibly support China on this.

But Cheng's foolishness is Australia's fortune. It is now plain for all to see that the CCP is waging political war on Australia, using trade as a weapon. This is Australia's moment of clarity. Australia has allowed itself to become more dependent on Chinese trade today than it has on any single nation since Britain in the 1960s and 1970s.

That ended in profound shock when Britain cut its trade preferences with Australia to join the European Common Market in 1973. We failed to remember our history and we have repeated our error.

Now the virus, and the Chinese Communist Party's conduct, have exposed the urgent imperative for Australia to diversify its risk and defend its sovereignty.

Australia does not accept threats and intimidation from any other nation as the basis for relations. Thank you, Ambassador Cheng, for removing the mask so that we can all clearly see the features of the gangster beneath.
