No, that is when Ketu will be transiting at 5* in Sagittarius in Moola Nakshatra just by itself with no interference by any other planet. This will cause Ketu to act in its subtlest form, without physical manifestation (which it normally does when conjoined with other planets) which can not be observed by our sense organs - the pancha gyaanindriyaas.
Moola nakshatra's ruler is also Ketu, whose deity is Nirritti/Kaali - the fiercest form of Adi-Shakti in the form of Goddess of destruction, and that is the degree which also points to the Gate of God leading to the Galactic Center. So, all of the galactic center's energy will point to earth - which is also the source of all creation and consumption/destruction. This is when Kaali will be at its fiercest and will be by itself in the sign of Dharma. All form of Adharma will get a big hit.
Remember we are also moving into the Age of Aquarius which will bring a lot of cleansing. And all of the Mleccha energy, the root cause of Kali Yuga will start to diminish. It will take 3 to 4 cycles of Ketu to appear in Moola nakshatra, which means between 50-80 years, in order to do a complete cleansing by that time the Age of Aquarius would have started. These ages are caused by the precession of the equinoxes.
This energy of Ketu will manifest like the shloka in Bhagvat Geeta -
यदा यदा हि धर्मस्य ग्लानिर्भव- ति भारत ।
अभ्युत्थान- मधर्मस्य तदात्मानं सृजाम्यहम्- ॥४-७॥

धर्मसंस्था- पनार्थाय सम्भवामि युगे युगे ॥४-८॥
English translation - "Whenever, O descendant of Bharata, there is decline of Dharma, and rise of Adharma, then I body Myself forth. For the protection of the good, for the destruction of the wicked, and for the establishment of Dharma I come into being in every age."

I disagree a bit from you here. On 20th June, Mars will be in Pisces and Sun will be in Gemini and that too at 5* directly aspecting Ketu and combusting Rahu. That is also the time when Jupiter will be about to go retrograde. So we get lot of support to overcome the malefic influence of Rahu-Ketu axis. Plus, after 25* in a sign, every planet is considered Vriddh/Mritpraaye (old/nearly dead) as far as its effect on that sign is concerned.
Regarding India, we are now seeing the end of misery. Let us see what happens in next two days. I state that from today onwards, the number of new cases will start declining and the number of treated will continue to rise. Around 15th april, the number of treated will be more than number of number of active cases.
w.r.t India, the eight house is the SW corner and if you take the center of India to be Ujjain, Maharashtra and Kerala are the worst effected.
