Mazagon Dock Shipbuilders can bid for Rs 40k cr submarine contract

MDL has now confirmed that it bid for the contract and three potential foreign collaborators have already visited the yard for preliminary talks.

Public sector Mazagon Dock Shipbuilders Ltd’s Rs 40,000 crore bid for a contract to build submarines has received the green light from the government and it is confident it is best suited to win over its private sector competitors that have been vying for the mega 'Make in India' project.

MDL, which is set to float an IPO by the end of this month to raise Rs 600 crore, believes its track record and experience of building the Scorpene class submarines for the Navy gives it an edge over competitors. The main rival for the PSU is likely to be Larsen and ToubroNSE -1.40 %, which also has experience in submarine building as they were closely associated with the Arihant Indian nuclear submarine project.

Last week, the defence ministry gave the Navy the go ahead to initiate the procurement process but did not announce if the public sector would also be invited. MDL has now confirmed that it bid for the contract and three potential foreign collaborators have already visited the yard for preliminary talks.

“We will have an edge over anyone else, including the private sector, with the virtue of experience. We are totally geared up and have a proven track record with the Scorpene production,” MDL’s CMD Commodore Rakesh Anand (retd) told ET.

The official said MDL has been approved to participate in the Strategic Partnership (SP) model, which is the cornerstone of the government’s Make in India policy for the defence sector. The model was initially aimed at creating private sector capacity in defence manufacturing, but the government has not been able to ignore public sector units that have been pressing to be included. “We are on board the SP model. Three of the potential (foreign) partners have seen the facilties we have and are on board with us. As and when the tenders are issued, we will take a call as to who among them is the best suited for collaboration,” Anand said.

Lol! Use the tax payers money to build up additional infrastructure for submarines, then use the excuse of idle capacity to maintain monopoly in the industry. Who approved infrastructure creation for 11 submarines towards the end of executing a 6 unit order? When will MDL ever have a minimum backlog of 11 submarines in India? Criminal wastage of tax payers money only to maintain monopoly. Meanwhile, GSL is given 7 years to build 4000 Ton frigates from Russian supplied materials. And we talk about level playing field and uplifting our private industry. GoI needs to find a solution to at least have 1 private yard involved with the P75I project for this will be the only opportunity in the offing for over a decade.

Just glad that MDL isn't being automatically nominated.

A public shipyard with capacity to work on 11 submarines at the same time and with experience in building 8 submarines within the country competing against private yards is a one sided affair. If this is not automatic nomination, not sure what else is. If any private yard gets selected now, that will be the next biggest scam for the opposition to harp about. The only solution to me now is to increase the requirement and split the orders for 2 shipyards.

Only saying this because the present government keeps harping about uplifting the private sector but continues to act otherwise.

Because a ToT is never a 100% one.
Some main components of the Scorpene subs are always produced in France (hatches, electric engine, tactical system....). It's not impossible to built your own subs direclty from Scorpene experience, but it will take time, especially in India !

We want a much bigger sub with all the latest tech, so the current version of Scorpene is out of the picture.

If we go for our own larger sub design, we will need a lot more time to do the R&D.

Hoping the French bring this one in.

They are saying the IN wants a sub that's 50% bigger than the Scorpene. Scorpene will weigh about 2000T with AIP, whereas the SMX Ocean is more than twice as heavy. So we have to see what happens.

But Australia has already bought 12 of them with sufficient ToT and manufacturing capability. Also its a very costly option.

What's Australia got to do with us? They are free to build their stuff.

As for cost, the SMX Ocean almost gives an SSN capability on an SSK design, with 3 months underwater, and twice the speed. So it's gonna be expensive for sure. At the same time IN has asked for the ability to fire off 12 Brahmos/Nirbhay using VLS, which needs a pretty large platform anyway, which is going to be expensive.

Let's see what the RFP gets us. The French will know what to participate with.

What's with the pricing? @randomradio ; @vstol Jockey & anyone else with some constructive info on this matter.


It works out to almost 2.2 billion USD per piece. That's almost equivalent to the price of an SSN. Why not go in for additional SSN then and additional Scorpenes before we act on our indigenous sub project ? Why do we go in for another SSK however potent, which will perform littoral functions mostly?
