The difference is that India mastered Russian technology and is now self sufficient for its space needs. UK is still trying --or rather has given up-- to master US technology after 50 years and still asks European Space Agency to launch its satellites, after blaming EU and Immigrants that is.
You don't read the links. It's private companies with government incentive that will be making the rockets. There is now enough satellites being launched for it to be commercially viable.

We were the fourth country to launch a satellite. I don't see how that's failing at rocket science. Just a matter of spending priorities.
We have our domestic market for one and if you read the links, you'd see the new rockets are to be lighter and cheaper than existing capabilities.
