The IAF has acquired both ARH and IIR versions of the MICA. So there is no immediate requirement for a medium range IIR AAM.

Modifying RF missile to IIR requires time and need all test done.

A BVR also need integration will radar to provide mid course guidance, so it's complicated .

If we start now, we can get them in service only around 2031.

Imo, the seeker algos can be derived from the work already done for ASAT/BMD and Nag, even DCMAWS for that matter. But the IAF is taking its time.

They have recently acquired more R-27TEs to replace older stocks of that missile so Astra IR may not be a priority atm.
