My take is, Modi does not want this to become and treated as a failure of intelligence on his government. That was a talking point last time. He wants to convey that we successfully defeated a much larger threat and this was just a misfire. This is why he is not linking it to Pakistan. If Pakistan succeeded in killing 8 in Delhi then both his government is painted as failure and he will have to go to war with Pakistan.
Another point is the trade deal with USA is almost done. Or so the Indian Babus think. A derailment of that will be a major setback for Modi and his business backers. Which is why so much delicate handling.
All that being said, Modi is acting like Manmohan.

Domestic political narrative is almost fixed camp now. Opposition will do anything and go to any lowpoint to paint govt as failure. OP sindoor narrative from their side was pathetic and borderline, at the cost of India.
Those who trust modi, will never ever gonna back Congress when it comes to national security.
The swing voters are no idiots either. The first think this attack does is bring back memories of UPA era. And next thing that will come to their mind will be Modi's promise of zero tolerance. So, they will expect a response. And real response that punishes the terrorists, their network and ecosystem that backs it. So, backing out is not in favor of his Image.
The reasons are either from side of industry and the abiliy to ramp up of war production cause that is a possibility. Or , a bigger game is underway and the response might come from GOI in unexpected ways.
Wether internal cleanup, Bangladesh, West Bengal, Trade deal, Putins visit.. so many things.
And as someone rightly said. If we can predict this months ago ( testing our doctrine and red line).. then huge govt machinery too. Say what you want but for all their demerit, the babus at helm in current establishment along with political brass isn't complete idiot. Then their almost every month some module is getting busted.. so even agencies knew that it was a possibility and this GOI must have planned something. Given their past record. So, maybe that plan is in motion or haven't met the conditions yet for green light.
But as always, just speculation. Agencies will likely have a headache due to Ricin precedent now. And proper civil management needs to be practiced.
P.S. Don't bring that puppet in discourse. From 1991 to 2014. He was built on carefully planned PR on 1991 crisis. As if IMF/World Bank didn't put conditions to liberalise the economy for approving the loan. The more I read about him, the more I find it unbearable how a family made joke out of the post of PM.
