tbh i did some research after that comment at it seems like they inaugrated a new dry dock that can take on full aircraft carriers upto 70,000 tonnes so it might not even be an issue. dry dock stats(310 m × 75/60 m × 13 m)

they also have their existing dry dock(255 m × 43 m × 9 m) that they used to build vikrant and than can take at least 2 p17B side by side and a repair sidedock(270 m (length) × 45 m (width) × 12 m (depth)) on top of that. so they probably can build p18s if they really want to on top of that.
hell it might be a MDL + CSL deal for the p18 while GRSE might get the majority order for the p17B since they dont really have a dry dock of that size yet.
thats not even counting the katupalli yard built by L&T and currently under adani. Theyre also pushing for large scale defense ships after their current order for 5(or 4 cant remember) Fleet support ships(44k tonnes). The shipping scene in india is growing rapidly and the port authority act reform might accelerate this even further.
