Earlier very few IAS/IPS were given foreign postings but now the government has opened up, this is something good they have done, because IAS can read both people and a politician. I am one of them that IFS cadre needs to be deployed in states to understand the nature and tradition of this nation should be trained internally for the first three years in new state where there is a language challenge, this is one advantage India has due to multilingual nation, then should be given a foreign posting under probation and foreign language training. They do get ministries in deputation but then it's not very attractive for them for some partocular reasons.
Real diplomacy is far beyond what you have learnt in your international relations class. You only have the bookish knowledge.
