How you can be sure with such a low resolution, low frame rate video? Your frame rate is not even 30 fps. Thats minimum 33 milliseconds. Enough time for stage separation and you missing it.
Besides the main point, why will anyone need a dual pulse motor in a MBRL of all things? What kind of manuvering do you need in terminal stage that cann't be done with fins?
Lastly, how do you know if this is not a liquid motor?
Its not stage. Because Nasr is a single stage missile. You have such a closeup of missile here Where you are looking at your MBRL from a distance.

I think it was in 1998 or 99 , after the then Pokhran tests, when the Paxtanis test fired a missile on the orders of Musharraf after threatening us for the nth time. That time too the missile veered hopelessly off course & crashed near a settled area. 22 years later it's the same story.
Paxtanis should remember the old Hindi saying - chini maal, chale toh chaand tak warna sham tak.
