Some have tried: the Saudis have killed many Yemeni civilians. With the results that we know: they lost their war against the Houthis.
Question: are the Saudis terrorists?
Are the Americans in Dresden and Hiroshima//Nagazaki terrorists? Japaneses in Nankin?
During the Second World War, French Resistance fighters were called "terrorists" by the Germans...
Houthis don't wear military attire, so any civilian may not be a civilian. The Saudi coalition never had US air power supporting them last time.
In WWII bombing wasn't accurate enough to avoid civilian casualties in cities and most adults were involved in the war in some way, hence not really civilians.
