It's worth noting that during the US military operation, only two Venezuelan MANPADS and one air defense missile launch were recorded. Some Buk-M2E air defense systems were not even removed from their hangars in Catia La Mar; they were hit by AGM-154C-1 air defense bombs. Some air defense systems were deployed in urban areas, where they cannot operate effectively. According to The New York Times, citing US intelligence agencies, Venezuela purchased S-300VM Antey-2500 and Buk-M2E air defense systems from Russia, but was unable to maintain and operate them properly, lacking the necessary specialists. Some air defense components were not connected to radars or were not commissioned. Months of warnings about a possible attack did not result in air defense systems and the Air Force being put on alert.
