According to The New York Times, citing US intelligence agencies, Venezuela purchased S-300VM Antey-2500 and Buk-M2E air defense systems from Russia, but was unable to maintain and operate them properly, lacking the necessary specialists. Some air defense components were not connected to radars or were not commissioned. Months of warnings about a possible attack did not result in air defense systems and the Air Force being put on alert.
