I actually could not understand exact application myself, it could be some jammer. HPEM is high power em load. and it has a radome in front , most likely to allow certain frequency to pass thru. The project was named Project ADADS.
Its not clear about the purpose but given development stage likely a TD, will be scaled up.
this seems a good drone, though need good accuracy like in a lot of drone dropping ammo videos.

There is some Iron bird testing facility tender by ADE, for some futuristic manned and unmanned aircraft programs. I am not sure what it is for, maybe the one shown in ADA presentations? who knows.
