The actual requirement is a turbofan based platform with 20+ ton payload capacity.
But if they would have mentioned 20-25 ton turbofan, only UAC and EMB would have qualified.
Russians botched up the original effort, they should realise that India is a 3.5 trillion economy and Russia ain't. It's smaller and weaker. Not the other way round.

I do believe that C-390 has better chance here. It is identical to what was to be developed by HAL as MTA. It is not very costly if we compare it's competitors. It can be configured as aerial refueller and there is a high possibility that it can also be used as an awacs platform. But all of this can also be done by A-400M albeit with better parameters. Let's see which one will prevail. Any of them is fine for me.Why A400M? When it's almost 3 times costly compared to C390
