Actually, they both exceed the requirements which only leaves C-130J, Il-276 and C-390.
Il is an imaginary aircraft, we will purchase it only if are dumb as f*ck as been during yesteryears. C130& c390 arent capable to lift 30T.

Why would they mention lower margin of 18 tons in the requirements of 18-30 tons then?

To get multiple responses. So as to understand options and study possible economics.

The actual requirement is a turbofan based platform with 20+ ton payload capacity.

But if they would have mentioned 20-25 ton turbofan, only UAC and EMB would have qualified.

Russians botched up the original effort, they should realise that India is a 3.5 trillion economy and Russia ain't. It's smaller and weaker. Not the other way round.

Cost will be an issue if Brazilians know we don't have options

Thats why they have asked in the RFI for anything which can fly and carry between 18-30 tons.

Remember they have put 18 tons as the minimum criteria. Why do that unless you want to keep possibilities open ? (An178)

Right now it's just about checking out the market and hinting HAL to get its act together if it wants to do any inhouse attempt.

Any in house attempt by HAL would take 15 yrs . Doubt IAF will wait that long . This tender should be decided in the next 3-4 yrs give or take +/- 1-2 yrs.

In house development can also include buying rights of something which the original owners are unable to complete :)
 
Keep in mind EMB itself is bleeding money , E2 series being a huge failure, Brazilians reducing the KC390 numbers to 19 now. Even they aren't in a very good situation.

Then 2nd best option is An178. UAE and Saudis had the money but lacked technical resources. We have both.

And last is Russian offering.

Cut down 5 yrs . You still have to build & validate it . HAL doesn't have any experience in building heavy transport class of Aircraft . That's where the additional time goes into .
 
From what it seems, Kawasaki did not even responded to the RFI and Airbus is having some doubts so asked for extension in the date and got it. Let's see how this RFI unfolds and my bet is on C-390 but I want A-400M to win.

Why A400M? When it's almost 3 times costly compared to C390

Do we need cargo compartment size of 4 x 3.8 m ( width × height ) of A 400

Or 3.4 x 3 m of C390 enough?

I do believe that C-390 has better chance here. It is identical to what was to be developed by HAL as MTA. It is not very costly if we compare it's competitors. It can be configured as aerial refueller and there is a high possibility that it can also be used as an awacs platform. But all of this can also be done by A-400M albeit with better parameters. Let's see which one will prevail. Any of them is fine for me.
