So using conventional payload on the BMs won’t make sense - it will be a waste of BM. Also, it might risk a nuclear response as probably there is no way to tell if a BM is nuke-tipped or not. I really doubt Pak will be so bread dead to go nuclear, but then again, their actions routinely defy all logic..
There is a misconception here.
We think Pakistan is Batshit crazy. But its far from the truth. Pakistan from day 1 is afraid, really afraid that India hasnt accepted the partition and wants to reclaim the lost lands (not people).
Being stuck in an ideological echo chamber with various external players reinforcing their fears due to vested interests has resulted in a very warped mental state. ( I am not even being nasty here). They tried to rush India in 48 and snatch Kashmir, that scheme failed and would have bounced back badly if Nehru hadnt wanted to play global statesman.
Since then their harebrained schemes 65, 71,84, 99 have had the hall marks of tactical brilliance coupled with absolute strategic retardation.
We think Pak is crazy and will nuke India if India tries military action to punish Pak terror. The reality is far from it. Pakistan Army is a product of low level cunning coupled with corruption that comes from absolute power.
Pak army is not a homogenous structure but a faction riddled organization that strives to play off various powers while maintaining a semblance of order.
There is a professional core - forever threatened and forced to prove its loyalty and competence again and again as it struggles to steer the Army and the nation from one disaster after another.
Then we have the $$$ faction - people who join purely for economic gain. They view Pak army as a means to be a millionaire. This faction's core interest is monetary gain and it aligns with powers which can further it. If its pro peace with India or anti India they dont care. This is the faction you see spread out in the West/UAE sporting designer labels, driving expensive cars, smoking cigars and sipping/chugging scotch. Dont forget the scotch.
Then we have the religious nuts. This faction who were previously derided as fundoos and laughed at are now widespread in Pak Army. This faction believes India vs Pak isnt a political fight or a fight over Kashmir but its an ideological battle -
Nazaryati Jung. They truly believe that a Hindu-Muslim war is inevitable and they want to fight while they are still strong compared to India. They know India's economic boom coupled with Pak's decline, if unchecked will make war impossible in just another 15 years
And finally we have outliers like Musharraf, Raheel Sharif who dont fit the exact bill in any of the factions but are driven by an overwhelming hatred for India.
You see them jostling with each other, vying for commands, assignments, prominence and priority. Its not unheard of for a faction to push for a move/action/objective without taking the larger force into confidence. A classic example will be how a rogue faction of Pak Army was supporting the taliban even while the top brass were trying hard to convince the Americans that Pak army was on their side. For those who have been following PA, Musharraf had to elevate Mohammad Aziz Khan to the Joint Chiefs of Staff position - a ceremonial role with no real power to get him out of a Corps Command.
Pak Army's actions sound comical or weird at the top but its all well thought out (from their POV). All these factions agree on one point - Pakistan must survive BUT only under the guidance and control of the Pak army.
This nuclear sabre rattling that we see on an average once every quarter is now an ingrained trait. Kind of like how a trained dolphin will perform tricks when you wave a bait fish. Its the action that has rewarded it since forever.
They possess a cunning but of the low street thug kind.
