The Skjold class corvettes of the Norwegian Navy are really small and really flat, so it's hard for large and tall ships like the British replenishment ship RFA Lyme Bay (shown in that picture set) to refuel or rearm them. They float a landing raft, in this case a Mexeflote of the British Royal Logistics Corps, in order to embark provisions onto the smaller boats like Skjold or from ship to shore.
Mexeflotes are suspended on the Bay Class LSD(A)s and jettisoned into the water where they self-right and are then loaded with supplies via cranes.
Because the Skjold class vessels of the Norwegian Navy are so small, the mexeflote is considered a safer option for the smaller craft. The Skjold are towered over by all but the smallest craft.
Yup. That's exactly what they're for. They do also provide the mexeflote with extra buoyancy as well, especially when operating in rougher waters.
Current international deployments. In English: Norway (obviously), Lithuania, Bosnia, Kosovo, Afghanistan, Mali, South Sudan, Egypt and the Middle East. Middle Eastern deployments are a bit shrouded in secrecy due to the nature of operations in the area. There is a deployment to Iraq, Syria and Israel (on the Golan Heights), and likely to friendly nations like Turkey and Jordan along with non-state actors like Kurdistan.
Deployments to Iceland are rotational with several other NATO nations, transit to the US is frequent and Antarctica has a Norwegian presence, but we consider Queen Maud's Land sovereign territory, so it's not included either. Latvia, Estonia and Poland also see a Norwegian presence from time-to-time.

F-35 – Noregs nye kampfly
In English - 52 F-35As are on order with the first delivery being in 2015 and the last scheduled for 2025. As of June 2019 Norway has taken delivery of 22 F-35As, 15 of which are in Norway. IOC will be declared later this year. The rest of the points are just notes on basing (closure of one base and transfer of wing operations to another) and the recommendations of a fleet strength requirements analysis.

Qatar has become the first country to purchase NASAMS with AMRAAM-ER as its primary missile. The US likely to follow.
Raytheon Company (NYSE: RTN) announced it was awarded two direct commercial sales contracts by the State of Qatar for additional integrated air and missile defense capability. The contracts, worth approximately $2.2 billion, include the National Advanced Surface-to-Air Missile System, final certification of the AMRAAM®-Extended Range missile, and an unspecified quantity of additional Patriot™ fire units. These awards are part of a larger agreement being pursued by the Qataris with the U.S. government. The combined value is expected to total up to $3B.

Qatar also becomes the 11th country to procure NASAMS, a medium-range air-defense solution manufactured by Raytheon and Kongsberg Defence & Aerospace AS. NASAMS uses the Raytheon Sentinel radar, and fires multiple interceptors, including AMRAAM-ER.

It's thought that the current AIM-120 equipped NASAMS has a range of around 20 miles and a maximum ceiling of about 50,000 feet. Leveraging the ESSM's motor and control section—a system that was designed from scratch to be fired from the surface of the earth—reportedly boosted NASAMS' engagement range about at 50 percent and increased its ceiling by 70 percent. Keep in mind that these figures are likely conservative if not deliberately discounted. In addition, the missile should have better energy management and a greater ability to take down low-flying, fast-flying, and hard maneuvering targets.
