China denounces the close surveillance of its aircraft carrier Liaoning by Japanese forces

In early May, the Chinese aircraft carrier CNS Liaoning crossed the Miyako Strait, southwest of Okinawa, into the western Pacific with its escort, the Type 055 cruiser 'Nanchang' [with its 112 vertical launch cells and powerful electronic sensors], the Type 054A frigate "Xiangtan", the destroyers "Xining", "Urumqi", "Chengdu" and "Zhengzou" as well as the Type 901 supply ship "Hulunhu" and most probably a nuclear attack submarine [SNA].

Shortly after the Chinese flotilla crossed into the Japanese exclusive economic zone [EEZ], Tokyo said it had put the JDS helicopter carrier 'Izumo' and Kawazaki P-1 and P-3C Orion maritime patrol aircraft on alert. At the same time, the arrival of a US carrier battle group, formed around the aircraft carrier USS Abraham Lincoln, was announced in the area.

Having set course for the Philippine Sea after its transit of the Miyako Strait, the CNS Liaoning began a 'realistic high seas combat training mission' with its J-15 embarked aircraft [then armed with missiles], presumably under the supervision of the JDS Izumo.

The Chinese carrier battle group then positioned itself between the eastern coast of Taiwan and southern Japan, an area that could be crucial for possible US military assistance should Beijing decide to attack Taipei. This coincided with the dispatch of 31 People's Liberation Army [PLA] aircraft, including J-11 and J-16 fighters, Ka-28 shipborne helicopters, H-6 strategic bombers, Y-8 maritime patrol aircraft and KJ-500 early warning aircraft, to the Taiwanese Air Defence Identification Zone [ADIZ] on 8 May.

For Chinese military analyst Shi Hong, interviewed by the Global Times, a daily newspaper close to the Chinese Communist Party [CCP], such manoeuvres carried out jointly by the PLA's air and naval components would aim to "cut off the channels that foreign forces could use to interfere militarily with the Taiwan issue". This has the merit of clarity...

A similar manoeuvre, this time involving two H-6J bombers with enhanced electronic warfare capabilities and the ability to carry YJ-12 anti-ship missiles, took place on 18 May. The aircraft flew over the East China Sea before heading to the Miyoko Strait for "coordinated training with the CNS Liaoning.

"The exercises sent a strong warning to Taiwanese secessionists and forces of outside interference at a time when reports suggest that Japan and the United States are about to announce closer cooperation on the Taiwan issue by comparing it to the Ukraine crisis," the Global Times commented at the time. This indeed happened on 23 May, with US President Joe Biden and Japanese Prime Minister Fumio Kishida agreeing to monitor Chinese naval activities in the region.

And according to the Japanese Defence Minister, the Chinese aircraft carrier carried out 300 air sorties during its three-week deployment in the West Pacific. This figure was made possible by the surveillance of the carrier group by the JDS Izumo and the Japanese Self-Defence Forces aircraft sent to the area.

But clearly this surveillance was too "close" for the Chinese general staff. While the Global Times said that the PLA had demonstrated confidence in its capabilities by conducting manoeuvres under the supervision of US and Japanese forces, Chinese Defence Ministry spokesman Colonel Wu Qian disagreed on 26 May.

He denounced the "close" and "dangerous" surveillance exercised by the Japanese self-defence forces during the manoeuvres carried out by the Chinese naval air group.

"Such close surveillance activities by Japan are very dangerous and could easily lead to misunderstandings, miscalculations and air and sea accidents," Colonel Wu told a news conference. "They not only damage the mutual trust between the two sides, but also pose a serious threat to the safety of ships, aircraft and personnel of both sides," he stressed.

"China demands that the Japanese side cease all meddling activities," Colonel Wu continued, before attacking Japan's latest defence white paper, which expressed concerns about security in the Taiwan Strait.

"Taiwan is an internal affair and we will not allow the Japanese side to intervene," he said, recalling that Japan had occupied former Formosa for 50 years between 1895 and 1945. "By promoting Chinese military activities, Japan probably wanted to show its presence and justify the expansion of its own military capabilities. We strongly oppose this," concluded Colonel Wu.

This being the case, Japan is probably right to be concerned about Chinese activities... Especially since Tokyo and Beijing have many disagreements, such as those concerning the Senkaku archipelago and the limit of their respective EEZs.

On 20 May, the Japanese Foreign Ministry filed a complaint with the Chinese Embassy in Tokyo to protest against the construction of 17 drilling platforms in gas fields located in an area where the two countries' EEZs overlap in the East China Sea.


"It is extremely unfortunate that the Chinese side is unilaterally proceeding with development in these waters. The boundaries of the exclusive economic zones and the continental shelf have not yet been determined in the East China Sea," Japanese diplomacy said.


In addition, satellite photographs showed that the PLA was using a model E-767 early warning aircraft in a desert area of Xinjiang for training purposes. However, the only such aircraft currently in service are in the Japanese Self-Defence Air Force, which has four of them. Other full-scale models, including those of a US aircraft carrier and destroyer, have been spotted at the same location. "There are indications that the Chinese military is using the site for weapons testing," the Nikkei newspaper commented. (DeepL)
