So can they be used target aircraft carrier ?

Even for 30 minute update, a carrier at max can travel to 30-35 km from last known position.

With previous data with some AI(statistics), we can narrow down the uncertainty in position and speed of carrier.

LRAShM has 60km of range for it's seeker.

So can we target a carrier with just this satellite ?

Yep.

30 min is for full FoV update. The satellite can provide a 5-10 min update in a few user-designated high-priority areas. The speed of a refresh rate depends on the size of the high-priority area. If a CBG has been identified updated imagery will come in at less than 5 mins.

The OODA loop will look like this:

Navy's surface fleet will probably be the first to identify an incoming CBG. GISAT series/RISAT series/CARTOSAT series will provide near-real time target positions. NAVIC series will provide precise co-ordinates for targeting. These co-ordinates will be fed on to the GNC of say LRAShMs &/or Brahmos etc. The missiles will fly using their INS-GNC system, get close to the target to use their own seekers. Here, the Navy's surface ships can provide additional guidance using data link, guiding the missiles to target.

We have a kill chain. What we don't have is redundancy. We don't have enough sats, enough ships, enough missiles etc. to make this a sure shot. Now with private space startups providing imagery to the MoD, some of the gaps are getting filled. We are still at least a decade away from having a proper redundancy.
