But people who have zero idea of the neighbourhood were making policy which was to turn the other cheek and retaliate by threatening to retaliate (tu jaanta nahin mein kaun hoon type of diplomacy)
There is also general apathy that a few civil servants in India have developed towards national security in general. I cannot say if it is wide spread but it definitely exists. I have also seen some dismiss terr*r attacks as one off. I do hope that such individuals are in the minority. I have never understood why the IFS/UPSC lot garner so much respect. Many retired officials who give interviews are found to be wanting when it comes to IR or NatSec. Sushant has said this for a while now.
