Suicide bomber wounds 5 troops in Pakistan
QUETTA, Pakistan — Police in Pakistan say a suicide bomber has struck a vehicle carrying security forces in the southwestern city of Quetta, wounding five soldiers.

Senior police official Aslam Tareen says Monday’s attack took place in a residential area. He said the wounded troops have been transported to a hospital where some were listed in critical condition.

No one immediately claimed responsibility, but past attacks on security forces have been blamed on Islamic militants and Baluch separatists.

The Pakistani Army has perfected the art of the "non-coup coup", which is to run affairs without taking over power directly, the country's former envoy to the US Husain Haqqani said today.

The military's role in Pakistan was the product of the country's worldview which is of a "country under siege", he said, at the launch of his book 'Reimagining Pakistan: Transforming a Dysfunctional Nuclear State' here.
"We have become threat perceivers. America is conspiring against us. China, we haven't got there yet, but it will come. How can a nation be a prosperous model nation when it thinks the whole world is conspiring against it," the former diplomat said.
Haqqani served as Pakistan's ambassador from 2008 to 2011 in the US and was removed for his alleged role in what is known as the Memogate controversy, which revolved around a memorandum seeking help of the Obama administration in the wake of the Osama bin Laden raid to avert a military takeover of the civilian government in his country.

A culture of conformity prevails in Pakistan and that is why despite being such a populous country fewer books are published there than in Romania or Greece, he said.
Asked about who is the next 'ladla' in Pakistan, an allusion to who does the Pakistan military wants in-charge of the country after the next election, Haqqani said, "Pakistan military has now perfected the art of the non-coup coup."

"How to run affairs without actually taking over power directly and for that they use an assortment of Pakistani political characters and operators. Right now everybody except Mr Nawaz Sharif seems to be willing to be an instrument for that policy."

The military would always want to have somebody who would not challenge its authority, he said.
Haqqani also asserted that Indians should not wish for misfortune for Pakistan.
"Indians should actually want Pakistan to be stable, strong and reimagined, that should be the Indian agenda," he told the audience, among whom was Indian High Commissioner to Pakistan Ajay Bisaria.
"Any chorus about how Pakistan is either about to break up or ought to break up only feeds extremism in Pakistan with dire consequences for India. Indians should be among Pakistan's best well wishers," said Haqqani, who has also served as the Pakistani ambassador to Sri Lanka from 1992 to 1993.
Urging Pakistan to take cue from Belgium which had not been obsessed about matching its military might with France, he said Islamabad should also not just be looking to compete with India.
On being "wanted" in Pakistan, Haqqani said it was due to a "culture of points-scoring on evening TV shows" and he did not have any serious charges to answer.
Talking about the charge of treason against him in Pakistan, Haqqani said the label of a traitor had been applied to so many people back home that it had lost its value.
Earlier this year, Haqqani was booked in Pakistan for allegedly giving hate speeches and writing books and articles defaming the military and the government, according to media reports.
Author of several books, including 'Pakistan Between Mosque & Military', Haqqani is a Senior Fellow and Director for South and Central Asia at the Hudson Institute, a top US think-tank.

Govt to pay $3.3bn in debt servicing by June

ISLAMABAD: State Minister for Finance and Revenue Rana Mohammad Afzal said on Thursday that his government has to pay back $3.3 billion on account of debt servicing by end June 2018.

Mr Rana was one of the speakers of a pre-budget seminar at the National Press Club. He was accompanied by former finance secretary Dr Waqar Masood Khan and former chairman Federal Board of Revenue Dr Mohammad Irshad.

“We have not defaulted on debt servicing in the last five years,” he said. The state minister, however, clarified that his government will borrow money from the market. He acknowleged that his government was facing the problems of rising budget deficit and falling reserves.

Mr Rana said that all these problems are the outcome of the government’s growth-focused strategy which will be maintained in the upcoming budget as well. No new taxes will be introduced in the budget and no ambitious tax target will be announced, he added.

He defended the tax amnesty scheme and hoped it will give window to those people who want to invest their money in Pakistan. He said government expects the amnesty scheme will encourage flows of money into the country which will help curtail the rising budget deficit.

The political scene: The PML-N, Pakistan’s largest political party by votes taken in 2013, has lost its ‘N’. The accountability court is getting closer to announcing its decision and rats have begun deserting the PML-N’s ship that they think is sinking.

The PTI, the second largest political party by votes taken in 2013, is being led by Imran Khan, who seems to be a ‘faith traveller’. The PTI’s leader believes that destiny will make him the prime minister. The PTI has neither a political strategy, nor a narrative. The PPP, Pakistan’s third-largest political party by votes taken in 2013, is being led by Asif Ali Zardari who is a schemer-dreamer. Under Asif Ali Zardari, the PPP’s vote-bank has dropped from 60 percent of the votes polled in 1977 to 15 percent in 2013.


The economic scene: Never in our 70-year chequered economic history have we had a $35 billion trade deficit. Yes, there are at least five captains on the bridge of the ministry of finance. Yes, they have all been warned. Yes, they can clearly read the writing on the wall. And yet the captains of Pakistan’s economy are bent upon hitting the wall at full throttle. Imagine, the solution that the captains of our economy have come up with is an amnesty scheme which, if history is any guide, is bound to fail (even if the scheme succeeds it is not a solution to our problems).

The international scene: The world around is changing fast. The US military has now ‘put countering China and Russia at the centre of a new national defence strategy……the latest sign of shifting priorities after more than a decade and a half of focusing on the fight against Islamist militants’. The US is at war with China – a trade war. The US is at war with Russia – a new cold war. Russia is challenging the US in Europe and the Middle East. China is challenging the US in South and East Asia.

The US has announced a new ‘National Defence Strategy’ under which ‘great power competition, not terrorism, is the primary focus’. Russia has annexed Ukraine’s Crimean peninsula. Russia has militarily intervened in Syria. China ‘has embarked on a far-reaching military modernization’. China has launched One-Belt-One-Road initiative, an ‘ambitious dream to dominate the world’.

A global economic crisis is in the making. Pakistan is the least prepared. Yes, the elephants are in a state of war. Lo and behold, Pakistan has no foreign policy. Remember, ‘when elephants fight, it is the grass that suffers the most’. The US, Russia and China are in a state of war. Our leadership is weak, and the weak get hurt in conflicts between the powerful.
 
Firing incident reported at Justice Ijazul Ahsan's Lahore residence
Two separate firing incidents were reported at the residence of Supreme Court Justice Ijazul Ahsan on Sunday.
A statement by the apex court stated unidentified gunmen struck the judge's Model Town residence first late last night and then again early morning today.
The judge's house is located very close to the residence of the Punjab chief minister and his son MNA Hamza Shehbaz, where there is visible police presence throughout the day.
Chief Justice of Pakistan Justice Saqib Nisar arrived at the residence of his fellow judge after the incident and is overseeing the situation, the statement added.

Chief Justice Nisar, after reaching the residence, summoned the Punjab police chief and ordered an investigation.
Similarly, Punjab Chief Minister Shehbaz Sharif has taken notice of the incident and directed the Punjab inspector general to bring the culprits to book.
Rangers personnel also reached the site after the incident as did Special Branch officials while a police investigation is under way.
According to police officials, the judge's private security guard, Din Mohammad, discovered a 9mm bullet casing inside the residence at 6am today after which the police were called in.
Police officials said the shell has been sent for forensic analysis, adding that they are also reviewing footage of CCTV cameras of the area.
Neighbours of the judge informed Geo News that they do not recall hearing gunshots in the night.
'Sicilian mafia tactics'
Following the incident, reports of condemnations poured in with the legal community announcing to wear black armbands in protest tomorrow.
Moreover, Pakistan Tehreek-e-Insaf Chairman Imran Khan said on Twitter that these "Sicilian-mafia-like tactics to pressurise senior judiciary are unacceptable in any democracy".
He added that the PTI stands firmly behind the judiciary and rule of law.
Moreover, former president and Pakistan Peoples Party leader Asif Zardari called for a high-level judicial probe into the incident.

Justice Ahsan often spends the weekend in Lahore, his hometown, where he, along with the chief justice, presides over several cases related to public welfare issues and other matters at the Lahore registry.
Justice Ahsan is also the monitoring judge of the ongoing corruption cases against former prime minister Nawaz Sharif. He was part of the bench which disqualified Nawaz in the Panama Papers case last year.
He has also remained as the chief justice of the Lahore High Court.

Pakistan plans to borrow record $13b next fiscal year
Pakistan has planned to borrow a record-breaking $13 billion in the next fiscal year alone, nearly 63% higher than the outgoing fiscal year’s original estimates, meant largely to repay previously obtained loans and stabilise nose-diving foreign currency reserves.

The provisional estimate to borrow $13 billion has been prepared for the budget 2018-19 the PML-N government wants to unveil on April 27, said sources at the Ministry of Finance. If the plan materialises, it will be the highest borrowing in a single year in Pakistan’s 71-year history.

In fiscal year 2016-17, Pakistan borrowed $10.4 billion. However, it has not yet confirmed whether the government will present a realistic plan of Foreign Economic Assistance in parliament on April 27 or like previous five occasions, it will understate the foreign borrowing plan.

The estimated foreign borrowings for fiscal year 2018-19 are $5.1 billion or 63% higher than the original estimates for fiscal year 2017-18. Former finance minister Ishaq Dar had presented only $8 billion as the foreign borrowing plan in parliament for the outgoing fiscal year. However, the government has already borrowed $7.3 billion in just eight months.

The plan does not include borrowings from the International Monetary Fund (IMF), as at this stage the outgoing government does not want to avail another bailout. It has relied heavily on extensive foreign borrowings to remain afloat, as the government has failed to attract non-debt creating foreign inflows.

During its first four and a half years, the PML-N government took over $40 billion in foreign loans, throwing the country deep into debt.

The IMF has recently projected that Pakistan’s external debt and liabilities will peak to $93.2 billion by June this year, which in 2013, when the PML-N took over, were nearly $61 billion. The government will have added over $32 billion in five years.

For the next year, a majority of the loans, amounting to $4.7 billion, has been estimated to be received from three multilateral agencies – the World Bank, the Asian Development Bank (ADB) and the Islamic Development Bank (IDB). The ADB loans for next fiscal year are estimated at $1.1 billion, the IDB loans at $1.5 billion and the World Bank at $2.02 billion. The World Bank’s loan estimates appear unrealistic, as the lender is unlikely to give huge sum without the IMF umbrella.

From bilateral sources, Pakistan expects $3.5 billion in loans in the next fiscal year, said sources. This included $2.9 billion from China alone, which in recent years has become the country’s single largest helper.

Pakistan also plans to float $3 billion worth of Euro and Sukuk bonds, partly to repay the previous loans obtained by the PML-N. In April 2014, the PML-N government had raised $1 billion for five years at a fixed rate of 7.25% through the Eurobond. This bond will mature next fiscal year.


The government also plans to take $2 billion foreign commercial loans, which remains its favourite tool in past five years to relieve pressure from the external account.

These loans will help meeting external financing needs and cushion foreign currency reserves, sources added. Official gross foreign currency reserves are already close to $11.5 billion, which the IMF believes would slip to $9.3 billion by June this year, provided the government remains unable to contract sufficient foreign loans.

“An elevated current account deficit and increased external obligations are expected to double external financing needs in the medium term, taking a further toll on foreign exchange reserves,” according to the IMF’s recent report on Pakistan’s economy.

It added that a higher current account deficit and rising external debt servicing are expected to lead to higher external financing needs, which could increase to $27 billion in fiscal year 2018-19.

The IMF has projected that in the next fiscal year Pakistan’s current account deficit could be as high as $4.4% of GDP.

Yet another attack on Christian community in Quetta

At least one member of the Christian community has been killed and six others injured in a firing incident near a church in Quetta, DawnNewsTV reported.

DIG Quetta Abdur Razzaq Cheema said the incident occurred when people were leaving after attending the Sunday service at a church in Essa Nagri area of the provincial capital.

Unidentified attackers riding a motorbike opened fire on the members of the Christian community and managed to flee the scene soon after the incident, the DIG said.

Earlier this month, four members of a Christian family travelling in a rickshaw were killed in a firing incident on Quetta's Shah Zaman road. The Christian family belonged to Punjab and had come to Quetta to see relatives.

In December last year, nine people were killed and 30 injured in a suicide attack on the Bethel Memorial Methodist Church on Quetta's Zarghoon Road.

At least two suicide attackers had struck the Bethel Memorial Church while Sunday service was ongoing. There were 400 worshipers inside the church when the assault started.

Nine Security Personnel Injured In IED Blast In FATA

MIRAN SHAH: Around nine security personnel were injured in an Improvised Explosive Device blast in Mir Ali area of North Waziristan Agency on Sunday, Inter Services Public Relations said.

It said that the incident happened in Khajori area where IED planted at roadside exploded when a convey of security forces was passing by, injuring nine security personnel.

Musharraf handed over 4,000 Pakistanis to foreign countries

ISLAMABAD: Former military ruler General (retd) Pervez Musharraf secretly handed over as many as 4,000 Pakistanis to foreign countries, mainly to the United States.
This was revealed by head of the commission on missing persons on Monday.

In a briefing to the National Assembly’s Standing Committee on Human Rights, Justice (retd) Javed Iqbal said that former interior minister Aftab Ahmad Sherpao was also part of the “secret handover”.

Iqbal, who is also chairman of the National Accountability Bureau (NAB), further said the Musharraf regime extradited those Pakistanis in exchange of US dollars.

He asserted that there was no provision in the country’s law for such extraditions. No one including the Parliament ever questioned the role of Musharraf and Sherpao in this dark episode, Justice Iqbal regretted.

Iran's security forces kill 2 Pakistanis trying to sneak across border

Two Pakistani nationals were killed and five others were arrested when Iran’s border security forces acted against a group of people allegedly trying to enter into Iran illegally.

Gwadar Assistant Commissioner Jamil Ahmed told DawnNewsTVthat the bodies and arrested men were handed over to Balochistan Levies personnel by Iranian border authorities on border-post 250 located on the Pak-Iran border near Gwadar.
