ASEAN-India Ministerial Meeting

On 1 August 2019, H.E. Mr. Don Pramudwinai, Minister of Foreign Affairs of Thailand, and H.E. Dr. Subrahmanyam Jaishankar, Minister of External Affairs of the Republic of India, co-chaired the ASEAN-India Ministerial Meeting which is part of the ASEAN Foreign Ministers’ Meetings with its Dialogue Partners in the Post Ministerial Conferences (PMC) series of meetings during the 52nd ASEAN Foreign Ministers’ Meeting (52nd AMM) and Post Ministerial Conferences (PMCs) in Bangkok.

The ASEAN-India Ministerial Meeting sought to strengthen the ASEAN-India Strategic Partnership in all dimensions and noted the need to finalise a new Plan of Action for next year, following the implementation of the current ASEAN-India Plan of Action 2016-2020. The Meeting noted the convergence between ASEAN and India’s view on the Indo-Pacific, and the growing trade and investment between ASEAN and India. The Meeting also discussed regional issues, such as humanitarian and developmental assistance to Rakhine State, and the situation in the South China Sea. The Meeting supported the expansion of ASEAN-India connectivity via land and air links, especially via the India-Myanmar-Thailand Trilateral Highway, the Kaladan Multi-Modal Transit Transport Project and the aviation sector. In terms of economic collaboration, the Meeting discussed the Regional Comprehensive Economic Partnership (RCEP) and promoted cooperation between the private sector of ASEAN and India, capacity-building for MSMEs, as well as collaboration on science, technology, and innovation.

Both sides reaffirmed their commitment to drive forward the ASEAN-India strategic partnership and to promote cooperation that would lead to concrete results and sustainable development. Thailand is the current country coordinator for ASEAN-India relations.

Vietnamese FM co-chairs 10th MGC Ministerial Meeting
Vietnamese Deputy Prime Minister and Foreign Minister Pham Binh Minh and Indian Minister of External Affairs Subrahmanyam Jaishankar co-chaired the 10th Mekong-Ganga Cooperation (MGC) Ministerial Meeting in Bangkok, Thailand, on August 1 within the framework of the 52nd ASEAN Foreign Ministers’ Meeting (AMM-52).

The meeting was also attended by the foreign ministers of Cambodia, Laos, Myanmar and Thailand.

Speaking at the event, Minh lauded MGC’s activities over the past years and thanked India for providing support for the Mekong region.

As the year 2020 marks the 20th anniversary of MGC, he suggested giving priority to strengthening connectivity, especially the expansion of the East - West Economic Corridor and India – Myanmar – Thailand expressway leading to Cambodia, Laos and Vietnam, the Southern Economic Corridor leading to India via roads and sea routes.

Other areas include trade and investment facilitation via removal of trade barriers; cooperation in customs clearance, quarantine and regional supply chain development; sustainable water resources management, especially collecting and monitoring water resources data, underground water management, climate change adaptation, flooding and drought control.

The ministers hailed MGC’s past activities, particularly the grant of scholarships to Cambodia, Laos, Myanmar and Vietnam; the construction of Asian traditional textiles museum in Siem Reap, a data centre in India’s Nalanda University, business forums and meetings of working groups on MGC’s small and medium-sized enterprises.

In particular, the MGC Quick Impact Projects Fund offered financial assistance to 24 projects in the Mekong nations, including nine in Vietnam.

In order to further tap joint work between the Mekong countries and India, they adopted the MGC action plan for the 2019 – 2022 period, which features new cooperation areas such as water resources management, science-technology, capacity improvement and skills development.

They vowed to continue partnership in agriculture, aquaculture, health care, trade, culture and tourism.

The meeting welcomed India becoming a development partner of the Ayeyawady-Chao Phraya-Mekong Economic Cooperation Strategy (ACMECS).

The ministers also adopted a joint statement at the end of the meeting and agreed to hold the 11th MGC Ministerial Meeting in Vietnam in 2020.-VNA

India eyes stronger business ties with ASEAN, at par with political relations: Ram Nath Kovind
New Delhi: India has deep political and people-to-people relations with each and every country in the ASEAN and wish to bring economic and business relations up to the same level, suggested President Ram Nath Kovind.

Kovind - during his ongoing state visit to Philippines - noted that ASEAN-India trade has jumped significantly in the past few years. However, he said, the two sides still have a long distance to cover to reach the target of US$ 200 billion by 2022.

Effective use of existing mechanisms, particularly the ASEAN-India Business Council can go a long way in realizing this goal. He said that just as Indian companies see significant opportunities in the region, he was confident the ASEAN business community also recognises the tremendous business potential in India. He said that India wishes to participate in ASEAN’s growth story and it invites all of the ASEAN to participate in its.

The President said that the Philippines-India business story is an encouraging one. “While bilateral trade has shown continuous progress, the real gain has been our collaboration in the IT-BPO segment. As we race into the digital age, we have immense opportunities before us to fill e-commerce shelves, create fin-tech services, develop imaginative entertainment platforms, and power green and clean solutions.”

The President said that in recent years, India-Philippines have seen two-way investment grow in infrastructure and energy sectors. More prospects wait to be converted into concrete projects, from airport terminals, LNG pipelines to waste management solutions. The Indian pharma and healthcare sectors offer immense value to the Philippines. There is scope to enhance partnership in several other areas - from trade, investment, services, agriculture, engineering to new technologies, he suggested.
