India pledges to contribute USD 5 million in 2019 to UN Palestine refugee agency
India has pledged to contribute USD 5 million in 2019 to the UN Palestine refugee agency, even as it voiced concern over the agency's difficult financial situation due to voluntary contributions from a limited donor base and called for ensuring sustained fiscal support for its work.

India's Deputy Permanent Representative to the UN Ambassador K Nagaraj Naidu said the Government of India has increased its annual financial contribution fourfold to the UNRWA core budget, from USD 1.25 million in 2016 to USD 5 million in 2018.



He was speaking last week at a meeting of the General Assembly Ad Hoc Committee for Voluntary Contributions to United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) that as a mark of India's solidarity with the Palestine refugees.

"We pledge to contribute USD 5 million in 2019, at the same level as in 2018," Naidu said.

He noted that there is a projected shortfall of more than USD 200 million against a funding requirement of approximately USD 1.2 billion for UNRWA this year, causing concerns in the Agency about its ability to provide essential services to the Palestine refugees.

"Almost all of the UNRWA's resources come from voluntarily contributions, with a limited donor base. This arrangement is fraught with uncertainties and could cause sudden crisis like the current one. Access to adequate predictable resources is the way forward," he said.

Naidu emphasised that UNRWA's difficult financial situation has caused concern and has put to risk the Agency's core services to the Palestine refugees, notably in the fields of education, health, and assistance to the most vulnerable refugees.

India made a strong appeal to other traditional donors of UNRWA to consider enhancing their contributions and non-donor member states to consider contributing to UNRWA in solidarity with the Palestine refugees.

A total of 23 donors announced contributions, or their intention to contribute, to the UNRWA's 2019 budget during the meeting of the Ad Hoc Committee, established by the General Assembly as the primary forum for announcing financial support.

UNRWA has been providing health, education, relief and social services, as well as emergency humanitarian assistance, across its five fields of operation - Jordan, Lebanon, Syria, West Bank and the Gaza Strip - since 1950. The Agency currently serves 5.4 million Palestinian refugees - 20 per cent of the world's refugees.

UN Secretary General Antonio Guterres noted that millions of children have benefited from an UNRWA education and the Agency has provided fundamental services for millions more but the current funding shortfall will only grow unless Member States act soon.

Naidu underscored India's support for UNRWA's work which is providing assistance to about 5.4 million Palestine refugees to help them achieve their full human development potential.

As part of the Government of India's ongoing assistance programmes in Palestine to strengthen capacity-building efforts focused on institutions, services and training personnel, the country is providing 150 places for Palestinian professionals every year under the Indian Technical and Economic Cooperation programme.

In addition, during the last five years, under an India-Palestine development partnership, 17 agreements have been signed in the fields of agriculture, health care, information technology, youth affairs, consular affairs, women's empowerment and media.

India submits final DPR for cross-border rail project to Nepal
India has submitted the final detailed project report of the proposed 18.5 km cross-border railway line between India's Rupaidiya and Nepal's Kohalpur, according to a media report.

The railway track will start from Rupaidiya Railway Station and pass through Jayaspur, Indrapur, Guruwa Gaun, Hawaldalpur, Rajhena and end in Kohalpur in Nepal, the Himalayan Times reported on Thursday.

A Detailed Project Report (DPR) is a micro planning tool that typically provides the project rational, summary, user specifications, engineering designs of main and support infrastructure, as well as technical and financial aspects including financial sustainability.

As per the DPR, the proposed railway track will run parallel and between the East-West Highway and the Postal Highway.

India has already helped the Nepal government in the construction of the Postal Highways which started in 2016.

"Constructing the railway above the East-West Highway means clearing a huge swathe of national parks to make way for laying the railway track. So the project report has been devised in such a way that the sanctuaries are safe," Kiran Karki, a Railway Department Engineer, was quoted as saying.

India has submitted the project's DPR to the Railway Department, the report said.

According to the DPR, the railway line will be constructed two to three kilometres away from the East-West Highway.

Officials at the Railway Department have said that 750-km-long railway network will be developed in five years, the paper reported.

India offers $100 mn line of credit to Benin during President Ram Nath Kovind's visit
India offered a USD 100 million line of credit to Benin for its development projects on Monday as President Ram Nath Kovind held wide ranging discussions with his Beninese counterpart Patrice Talon on issues of trade, defence and security cooperation.

Kovind, who arrived here on Sunday on the first leg of his three-nation tour, is the first Indian head of state to visit the West African nation. He was accorded a ceremonial welcome at the Presidential Palace upon his arrival.
"I held wide ranging talks with President Talon. We both committed ourselves to take our relations to a higher level, with special focus on economic partnership," President Kovind said after the delegation-level talks.
The two sides signed four agreements/MoUs on Cultural Exchange, Cooperation in Export Credit and Investment Insurance, e-VBAB network project, visa exemption for Indian diplomatic/official passports.

"We offered a fresh line of credit of USD 100 million to finance development projects in Benin," Kovind said.
He said the two sides also discussed defence and security cooperation.

The two countries "stand together in the global fight against terrorism and piracy," he said, adding that India offered further training assistance to Benin to expand its anti-piracy capacity.

They also agreed to work together to combat climate change through the International Solar Alliance.
President Kovind said the two sides took stock of the ongoing projects being financed by Indian assistance and hoped that they will be completed soon, especially the project to supply safe drinking water to 103 villages in Benin.

"In the last 10 years, our bilateral trade has risen from USD 350 million to more than USD 800 million. With this, India has become Benin's largest trading partner," he said.

He noted that India's duty free tariff preference scheme has helped Benin's exports grow by over 68 per cent last year to reach USD 376 million.

"We agreed that there were immense opportunities to enhance trade and investment ties. India's transformative growth and Benin's natural strengths complement each other," he said.

Both countries further committed to take the development partnership forward through the signing of country agreement for Benin to avail India's tele-education programme - e-Vidyabharati, and tele-medicine initiative - e-Arogyabharati.

Under these programmes, India extended free tele-education courses to 15,000 Beninese students and tele-medicine courses to 1,000 doctors and paramedics in Africa.

"My visit has given an opportunity to add further momentum to our special ties. As the world's largest democracy, India has been impressed by the emergence of the Republic of Benin over the past three decades as a shining example of a stable democracy in West Africa," Kovind said.

He also thanked Benin for its support for India's candidature for permanent membership of the UN Security Council.

President Kovind said his visit will open a new chapter in the bilateral relations between the two countries.
He will now travel to Porto Novo, the seat of Beninese Parliament, and in a special honour extended to India by Benin, he will address the National Assembly there.

Kovind will also meet the members of the Indian community at a reception hosted in his honour in Cotonou on July 30 before departing for The Gambia.

Apart from Benin and The Gambia, he will also visit Guinea, the first visit by an Indian head of state to the three West African countries.

India offers $ 170 million line of credit to Guinea during Prez Kovind's visit
India offered a USD 170 million line of credit to Guinea on Friday for the development of a water supply project here as President Ram Nath Kovind met with his Guinean counterpart Alpha Conde and discussed ways to boost defence ties and combat terrorism.

Kovind, who arrived here from Gambia on Friday on the last leg of his three-nation tour, is the first Indian head of state to visit the West African nation. His visit is aimed at strengthening friendship and bilateral cooperation between the two countries.

The two countries signed three memoranda of understanding on traditional system of medicine and homeopathy, renewable energy and technology upgradation of the Pan African e-network project.

President Kovind announced a new line of credit of USD 170 million for water supply project of metropolitan city of Conakry, a joint statement said.

The two leaders also expressed their concern over the rise of extremism and terrorism around the world.

They called for the need for heightened international efforts to combat terrorism and emphasised the need for the early adoption of the "Comprehensive Convention on International Terrorism" in the United Nations, the statement said.

They also discussed the possibility of building capacity in the field of defence, particularly in areas such as the fight against terrorism and extremism, it said.

Before Guinea, President Kovind had visited the Republic of Guinea and Benin.

India extends $500,000 assistance to Gambia for skill development, cottage industry projects
India on Wednesday extended an assistance of USD 500,000 to the Gambia in support of skill development and cottage industry projects in the West African country as President Ram Nath Kovind held wide-ranging talks with his Gambian counterpart Adama Barrow.

President Kovind, who arrived in Banjul on Tuesday on the second leg of his three-nation tour, conveyed to the Gambian President India's deep commitment to enhance its traditional ties with the Gambia and contribute to its development.

It is the first-ever state visit to the Gambia by an Indian President.

India does not have its embassy in the Gambia. However, India has decided to open 18 new embassies in Africa, seven of them in West Africa.

India and the Gambia signed a Memorandum of Understanding on cooperation in the field of traditional systems of medicine and homeopathy.

"As two ancient societies, both our countries have much to offer to the world from the fields of Ayurveda and other forms of traditional health practices," the President told media after the talks.

India received the instrument of ratification of the International Solar Alliance Framework Agreement from the Gambian government .

This will open up new opportunities of collaboration between the two countries on solar energy and help in combating climate change, the President said.

"To take it forward, we are keen to implement a grant based solar project in select villages in the Gambia," he said.
During the talks, the two sides identified specific areas of cooperation.

India also agreed to offer training in the fields of judiciary, police, administration and technical expertise, as per the request and in line with the priorities of the African country.

Kovind and the Gambian President reviewed the entire spectrum of the bilateral relations and discussed regional and global issues of mutual interest.

President Kovind conveyed the recent transformation in India-Africa relations.

"As President of India, after my three-nation trip to West Africa, I would complete state visits to 10 African countries in just over two years," he said.

Kovind thanked Barrow for supporting India’s candidature for permanent membership of the UN Security Council.
The two sides also agreed to work in close coordination at the UN to strengthen the global fight against terrorism.

Liberia: India Grants Liberia US$2M to Help Complete 14 Military Hospital

Monrovia – The Government of India, through its Ambassador accredited to Liberia, HE Mr. Y.K. Saillas Thangal, on Tuesday, August 13, presented a US$2 million grant to the Government of Liberia (GoL). The money is intended to help the Liberian Government completes the ongoing construction of the 14 Military Hospital.

It can be recalled that sometimes ago, President George Manneh Weah broke grounds for the construction of a 200-bedroom military hospital. The hospital is currently being constructed by the engineering battalion of the Armed Forces of Liberia (AFL).

Speaking after the signing ceremony at the Ministry of Foreign Affairs in Monrovia, Amb. Sailas Thangal expressed his government’s delight in working with President Weah to enhance the 14 Military Hospital.

“We are very happy that we are working to enhance in other areas of the Pro-Poor Agenda. Today, the Government of India is pleased to present a US$2 million grant to help complete the 14 Military Hospital so that the hospital can be operational for the use of citizens to have access to medication and treatment,” stated the Indian Envoy.

In furtherance of the bilateral commitment, the Indian diplomat disclosed his government’s initial pledge of providing 50 buses to Liberia. He then assured that the 50 buses will arrive in the country soon.

Also speaking at the signing ceremony, Defense Minister Daniel Ziahkan, in brief remarks, lauded the Indian Government for the gesture and used the occasion to assure the Indian Ambassador that the donated US$2 million grant will be used for its intended purpose.

For his part, Foreign Minister Gbehzohngar Milton Findley, on behalf of the Government of Liberia, extended thanks and appreciation to the Government of India for what he described as a major boost for the 14 Military Hospital’s ongoing construction. Minister Findley reminded the Indian Ambassador about the Indian Government’s initial pledge regarding the donation of 50 buses to Liberia; adding: “Our eyes are on you for the arrival of the 50 buses.”

India hands over Rs 2.2 cr school building to Nepal
India has handed over to Nepal a new school building costing Rs 2.2 crore in Prime Minister KP Sharma Oli's home district Jhapa, a media report said on Tuesday.

The new building of Shree Schoolchaun Higher Secondary School was jointly inaugurated by Indian Ambassador to Nepal, Manjeev Singh Puri, and Attorney General, Agni Prasad Kharel, on Monday, the Himalayan Times reported.

Established in 1965, the school offers plus two programmes, the report said, quoting a statement from the Indian embassy.

The school has about 1,150 students of which 60 per cent are girls. The school is an educational institution of repute in Nepal's Jhapa District, which is also the home district of Prime Minister Oli.

The new building is a two-storey infrastructure comprising 25 classrooms, a multipurpose hall and furniture, the report said.

India recently provided Rs 233 crore to the Nepal Government for various infrastructure projects, including roads and reconstruction of houses destroyed in the massive earthquake in 2015 which saw the death of over 9,000 people.

The decision was taken during the 5th meeting of the Nepal-India Joint Commission attended by the External Affairs Minister S Jaishankar.

Prime Minister Narendra Modi on Wednesday (local time) chaired a meeting with the member states of the Caribbean Community and Common Market (CARICOM) on the margins of the United Nations General Assembly in New York.

During the meet, PM Modi announced a USD 14 million grant for community development projects in the Caribbean Community and Common Market (CARICOM) and another USD 150 million Line of Credit for solar, renewable energy and climate change related projects, ANI tweet quoted Ministry of External Affairs as saying.


Another tweet said that PM Modi also announced the setting up of the Regional Center for Excellence in Information Technology in Georgetown, Guyana and the Regional Vocational Training Center in Belize by upgrading the existing India-funded centers in these countries.


CARICOM is a group of twenty developing countries in the Caribbean that have come together to form an economic and political community that works together to shape policies for the region and encourage economic growth and trade.

In his welcome address to the group of leaders and bureaucrats attending the meeting, PM Modi said, "I welcome your gesture to attend this meeting. My country is fighting against some of today's pressing problems like climate change and poverty."

"Today's meeting focuses on India's participation with the CARICOM nations in energising our today's requirements and future expectations in areas of mutual cooperation. I hope every one of us will pour in important suggestions from their side today," PM Modi said.

"Underscoring our historic and warm ties with Caribbean countries, PM @narendramodi is hosting the India-CARICOM Leaders' Meeting on the margins of #UNGA," spokesperson of the Ministry of External Affairs, Raveesh Kumar, tweeted.

Leaders of 14 Caribbean countries participated in the meeting.

PM Modi, in his departure note, had said that the India-CARICOM leaders' meeting will "take forward our vibrant South-South cooperation and partnership with them."

PM Modi, earlier today, addressed the Bloomberg Global Business Forum met at least 42 CEOs of global companies.

PM Modi is apparently the only leader to have held a meeting with such a large number of CEOs of top global companies at an event coinciding with the UNGA meeting.
