This is basically a list of most things indigenous that we are buying rather than an import control list.
 
The First Cut Off Date is Unrealistic

They mean to say that all necessary pending import orders will be placed before December 2020

The first cut off date is fine. It's stuff that we plan to make indigenously or contracts have already been signed. For example, number 3 only needs follow-on orders of the K9 Vajra. And interestingly, 4 could mean we may be either ordering 400 ATHOS by Dec or cancelling it altogether. Some will surely end with a contract, like the LCA. The first date seems more symbolic than anything else.

There's nothing for beyond 2025. For example, the end of imports for battle tanks, fighter jets, submarines, helicopters etc. So the govt has given itself room for big projects from global vendors, since a time frame cannot be set right now. But it will be interesting to see what other equipment will join the list over the next few years.
Why is it naming things? Why is there astra and LCA? It should be BVR missiles of this much range and fighters of this much MTOW.

It should be a category with spec limits.

Agreed. But it's just a list of stuff we are buying. Not exactly an import control list. But it's a start, and we definitely needed it.

At least it gives some clues on when contracts may be signed. Like the LRLACM in 2025.

What's going on with the new rules?

Another marketing gimmick?

Until the rules get converted domestic orders, I would still not celebrate.

Why do government have to wait for such rules to give orders to domestic companies.

You give the domestic companies one more last hope.. And then don't give orders..

You ll never see anymore domestic companies come up.

Rules are framed to those who put out tenders? Military?

What s going to PSUs production now, any policy for that?

Any policy regarding quality control?

Any policy regarding time over runs?

All the roadblocks for all the SPM and other tenders are now more or less clear.

And with a clear distinction between imports and domestic production, private companies will now clearly know where they can put their money in order to compete with DPSUs.

Right now, they have not made public about how they will go about separating private company projects with DPSUs, or even if they plan on doing that. But something has to be worked out so companies have some way to make their money back for their infrastructure investment before they can actually begin competing with DPSUs.

Even if the systems aren't imported, most of these are just assembled here in India with critical components being directly imported from foreign nations.

The list would have made sense if they would have mentioned that a minimum 70% of the content was being made in India by Indians from Indian raw materials.

As of now , the list is as good as rantings of degenerates from peedeeff

What's more important is to actually create the list. Once the list has been created new stuff can be added as and when they become available.

For example, even Ka-226T, AK-203 etc will be considered indigenous, and IA/IAF won't be able to import something else in its class. The import list can then be extended to other ministries as well.

Even in LCA major components like Engine, Radar , Seats , Missiles are fully imported , not even assembled in India.

My only concern is that between all this media hype no real progress will be made as usual and next time a Uri or 26/11 happens we will always be unprepared, full of excuses on why should we have restraint.

I believe all the major roadblocks are gone now. The DPP-2020 will define our procurement strategy for the next 5 years, and it seems to have gained acceptance from all sides.

Do you really believe in those Cut Off dates , especially Dec 2020 for banning certain imports

What if later on exemptions are sought and Received and it becomes a Political
Issue like Rafale -- the opposition will say a certain company was favoured
In violation of laid down rules and procedures

Under upgradation of facilities, Pinaka Rocket Complex at Ordnance Factory Chanda has launched Upgradation of facilities to meet the enhanced requirement of Pinaka and other rockets as well as the Assembly and testing facility for SRCG at OFB, Trichy all of which are critical requirements towards defence preparedness. Modernization of facilities at OLF Dehradun will serve the purpose of manufacturing of high-end Optoelectronic products for T-90 Tanks.


BEL has launched fully indigenised Maareech Integration facility for manufacturing, integration and testing of Anti Torpedo Defence System Maareech which has been designed by DRDO. HAL has handed over the 500th AL-31FP overhauled engine to the IAF which are mounted on its most lethal frontline fighter aircraft Su-30MKI. It has been done by the Koraput Division of HAK. BEML has set up Industrial Design Centre at Bengaluru as part of its new infrastructure creation. The Centre is first of its kind in India, focusing on implementing factors of Industrial Design & Human Factors as a part of developmental strategies for setting the global benchmarking in Industrial Design and Ergonomics in Products. It is proposed to develop this facility further as a national facility and would be offered to the industry in the next stage.


Under modernisation of facilities, GRSE has enhanced the capability at its Raja Bagan Dockyard to meet the production requirement for the ongoing prestigious P17A project. New infrastructure has been created in the shape of foundation laying of Seeker Facility Center (SFC) at BDL, a new modular facility for manufacturing of Missile System (RF Seeker) that will reduce import dependence for seekers and Foundation Laying for Warheads Production Facility at BDL for manufacturing and testing of indigenously developed warheads required for Konkurs-M, Invar, Akash, Astra missiles etc. The facility being modular will cater to all futuristic missile warheads with incremental modifications.

Rajnath Singh unveils modernized facilities of Defence PSUs, OFB

Among the products launched today included the prototype of Nag Missile Carrier (NAMICA) developed by Ordnance Factory Medak in association with DRDL, Hyderabad. NAMICA has the potential for import substitution to the tune of Rs. 260 Cr in the first phase, which may go upto more than Rs 3000 Cr. The other products of Ordnance Factory Board such as the fully indigenous 14.5 mm Anti Material Rifle being manufactured with the existing facilities at Ordnance Factory Trichy, the upgraded Commander’s Thermal Imager Cum Day Sight for T90 Main Battle Tank and the prototype of 8.6x70 mm Sniper developed by Rifle Factory Ishapore for engaging long range targets, were also launched.


Raksha Mantri appreciated BEML for the products launched today saying their endeavours towards indigenization and reduction in imports are impressive. He said “The 150 Ton payload capacity Dump Truck, one of the biggest Electric Mining Dump Trucks, and Super Giant Mining Excavator of 180 Ton Capacity, both indigenously designed and manufactured with cost benefit of over 20% than the imported equipment and with expected foreign exchange savings of Rs. 1500 Crs and Rs. 220 Crores respectively are true ‘atma nirbhar’ products.” He said “‘GAUR’, the BEML Medium Bullet Proof Vehicle built on a high mobility chassis, with impressive features and customizable protection levels and custom built Heliportable 100 HP Dozer, with very high indigenization levels of 85 % and 94% respectively, are remarkable products.”


The roll out of the 150th Do-228 aircraft by Hindustan Aeronautics Limited, HAL, is a milestone in the indigenous manufacture of the proven platform. The christening of the 150th aircraft as IN-259 and customising it as a dedicated platform for Indian Navy in the Maritime Reconnaissance & Intelligence Warfare role is a true reflection of the technical prowess of HAL. Further, HAL and IISc have joined hands to establish a Skill Development Center at IISc’s Challakere campus in Karnataka. The goal of this Center is to create a model facility that would provide skill development programmes for various beneficiaries ranging from local community members to high-end engineering professionals in line with the “Make in India” Mission.


The Linear Variable Differential Transducer fully designed and developed by BEL, which is critical to attain accuracy & precision in guiding and seeking the target, and the launch of 1kW Transmitter Aerial Switching Rack which is an import substitution for HF Aerial switching Unit, for providing better long-term support to Indian Navy, are genuine indigenized products.


The Konkurs Launchers Test Equipment designed and developed by Bharat Dynamics Limited, BDL, to check the complete functionality of Konkurs Launcher replacing the earlier imported system from Russia will save foreign exchange of US $ 17.7 Million.


Garden Reach Shipbuilders and Engineers Limited, GRSE’s design and development of the Portable Pedestrian (Assault) Bridge, first of its kind made of Carbon Fibre Polymer Composite Material, to meet the requirements of the Indian Army is a genuine ‘atma nirbhar product’.


The indigenous development of Gearbox for the Indian Coast Guard Offshore Patrol Vessels project by GSL is a success story not only in Self-reliance but also in partnering with a private company, resulting in saving of Rs 37.50 Cr for 5 ship sets due to Indigenization.


Underwater Remote Operated Vehicle by MDL which has completed laboratory trials commences its Field Evaluation Trials at Chennai today.
