RFI in respect of Supply, Integrate, Test, Maintain and Support Multispectral LOROP EO/IR System

The Director of Centre for Airborne Systems (CABS), a premier Defence Research and Development Organisation (DRDO) Lab in Bengaluru (Karnataka, India), on behalf of the President of India, invites response to "Request for Information (RFI)" from reputed Global firms for the following.
Based on the prior experience of developing and delivering Air to Air Surveillance system, it is now planned to develop Qty-three (03) nos. of Air to Ground Surveillance Systems and their ground complements, as per the requirements projected by the end user. The mandate of the program is to design and develop Qty-three (03) air to ground surveillance aircraft aimed at fulfilling and significantly boosting the security needs of the nation. The program will be indigenously realized with CABS, DRDO as the nodal agency along with other participating labs of DRDO.
For planning purposes, it can be assumed that the contract for supply will be placed by mid-2027 subject to necessary approvals. It is
expected the respondent shall take necessary clearance from their Government to supply the sensor for air to ground surveillance system prior to the RFP stage, if there is need to obtain such a fresh clearance.
Total of Qty-five (05) multispectral EO/IR LOROP sensor suites will have to be manufactured and supplied by the selected bidder to CABS, DRDO (after the tendering procedure, which will be notified at later stage).
EO/IR Sensor Suite - Fifth Generation (or higher) multispectral LOROP with at least six band capability.
Max Range - 150 Km or more.
Desirable Resolution – EO Subsystem
(i) IFOV 3 μ Rad or better.
(ii) 6.6 cm/pix at 22 KM or better.
(iii) 15 cm/pix at 50 Km or better.
(iv) 30 cm/pix at 100KM or better
Desirable Resolution – IR subsystem
(i) IFOV 4.5 μ Rad or better.
(ii) 9.9 cm/pix at 22 KM or better.
(iii) 22.5 cm/pix at 50 KM or better.
(iv) 45 cm/pix at 100KM or better.
Environmental Conditions for Operations & Storage
The EO/IR system should be capable of uninterrupted endurance of eight hours, at an operational altitude of upto 40,000 ft. The environmental condition for operation and storage for which the system has been designed and certified may be specified.
