India and South Korea: Exploring new avenues, outlining goals
This special report is the outcome of a research project called, “The converging interests of South Korea and India: President Moon’s New Southern Policy and Prime Minister Modi’s Act East Policy”. With financial support from the Korea Foundation, the Observer Research Foundation (ORF) conducted the project in association with the Institute of East and West Studies of the Yonsei University in Seoul. The papers in this volume were written by ORF scholars who were involved in the implementation of the project. In October 2019, these papers were presented in a major conference that ORF organised in Seoul.

The reason for selecting the subject for the project is that India-ROK partnership carries a great deal of purpose and substance. The two countries have successfully developed a robust, multi-dimensional partnership encompassing a wide range of interests including regional economic cooperation, maritime security, energy cooperation, counterterrorism, and nuclear disarmament. In the recent years, they have shown interest in the evolving economic and strategic architecture in the Indo-Pacific region and both strongly believe that the emerging order should be open, rules-based, and free from the undue influence of any single country. Since both depend on sea-borne trade for their economic prosperity, they share a strong commitment to ensure that every country has a right to freedom of navigation and unimpeded commerce and overflight in open seas. Both also believe that no country should use force as a right to settle disputes or change the status quo.

India, South Korea sign arrangement regarding Economic Development Cooperation Fund loan of over 245 billion Korean won​

India and South Korea today signed the arrangement regarding Economic Development Cooperation Fund loan of over 245 billion Korean won for establishment of Intelligent Transport System on Nagpur-Mumbai Super Communication Expressway Project in Delhi. The objective of the project is to enhance the efficiency in traffic management through establishment of the Intelligent Traffic Management System
.
The project will also improve the efficiency in toll management through the establishment of the Toll Collection System. AIR correspondent reports that South Korea was designated as India’s Official Development Assistance partner for development cooperation in October, 2016. This is the first project funded by EDCF loan by the South Korean government. The bilateral relationship between the two countries was upgraded to ‘Special Strategic Partnership’ in 2015.
 
Attempts to Steal South Korea’s Proprietary Submarine AIP Technology Thwarted

SEOUL, South Korea — It has been belatedly revealed that South Korean counterintelligence and defense agencies detected and intercepted attempts by India and Taiwan to illicitly acquire South Korea’s core submarine technology approximately three years ago.

According to Representative Park Sun-won of the Democratic Party of Korea, a member of the National Assembly's Defense Committee, military counterintelligence and intelligence agencies obtained information in early 2023 regarding organized efforts by Indian and Taiwanese entities to illegally secure Air-Independent Propulsion (AIP) technology.

Reportedly, representatives from India and Taiwan attempted to infiltrate South Korean companies possessing AIP expertise by dispatching personnel to extract technical data. While the authorities confirmed that no technology was actually leaked, Rep. Park explained that the military took preemptive follow-up measures in August 2023, including comprehensive security training for all domestic firms holding AIP-related intellectual property.

AIP technology is a critical component that allows submarines to operate submerged for two to three weeks without the need for an external oxygen supply. This high-end technology is a key feature of South Korea’s latest naval assets, including the Jang Bogo-class submarines.
