You need to direct your anger to the South Koreans, they are the ones who evaluated the F-15 and the Rafale and found the Rafale was superior in technical terms. It's not something I invented.

The Dassault Rafale and Sukhoi Su-35 were offered in the 2002 competition, when the F-15K was chosen, even though the Rafale came out tops in the technical evaluation.​

Although the French aircraft received favourable reviews, budgetary and industrial-policy decisions proved paramount in the eventual success of the F-15E. For example, American weapons already in service in the ROKAF could be fitted on the F-15 more easily than on a foreign design.​
On that last point, I remember hearing that the USA specifically forbade a US company from working with Dassault to integrate a weapon on the Rafale before this competition. I think it was Raytheon's AIM-120 but I'm not entirely sure about that; I'd have to try to dig that back. Anyways, there you have it, the Rafale was officially better than the F-15 on technical terms, but it made more sense for South Korea to use an American aircraft.
