Terror cases dip in North East: Report

New Delhi: North East witnessed lowest terror incidents and related civilian deaths last year in more than two decades, since 1997, said Defence ministry’s annual report 2018-19.

“The year 2018 witnessed the lowest number of insurgency incidents and civilian deaths since 1997,” said the report. It said that the overall security situation in the North Eastern (NE) states improved substantially since 2013. The report said that compared to 2017, insurgency incidents have registered a decline of 18 per cent in the year 2018.

“Similarly, there was 25 per cent reduction in number of civilians and security forces personnel deaths in 2018. In the first three months of 2019, security situation has further improved in the region with the decline in insurgency incidents, civilian casualties, security forces casualties and kidnapping/abduction cases,” said the report.

The report said that while there is almost no insurgency left in Tripura and Mizoram, there has been a marked improvement in security situation in other states of region.

The report said that inputs reveal that insurgent groups are facing acute administration and financial crunch due to relentless operations by security forces and have been forced to form umbrella organisation to maintain their capability for orchestrating violent activities.

“Concurrently, the tribal and ethnic divide, fuelled by the issues of illegal immigrants, has gained momentum and is likely to have a pan North East impact,” said the annual report.

New Delhi: Just days after Pakistan arrested Jamaat-ud-Dawa chief Hafiz Saeed, India's National Investigation Agency (NIA) cracked down on Saeed, stating that the agency had irrefutable evidence that the Lashkar-e-Toiba leader had created a vast hawala network in the country to establish sleeper cells of the terror outfit.

On 18 July, the NIA filed a chargesheet against Mohammad Husain Molani, who was related to Saeed's Falah-i-Insaniyat Foundation (FIF).

"Investigation carried out by NIA reveals that Chief of Falah-i-Insaniyat Foundation (FIF) namely Hafiz Mohammad Saeed along with deputy Chief of FIF namely Shahid Mahmood hatched a conspiracy around 2012 to create sympathizers and sleeper cells and logistic base in Delhi and Haryana under the garb of religious work such as Construction of mosques and, madrasa education," the NIA said on Saturday.

The agency added that Shahid Mahmood tasked his associates Mohammad Kamran, a Pakistani national based at Dubai, for re-routing funds from Pakistan to Dubai and further to India through hawala channels.

"Shahid Mehmood further tasked Mohammad Kamran to identify persons who could be given this fund in the name of construction of mosque, education in Madrasa, etc. During this preparatory work, the target persons were intended to be used for creating sleeper cells/hideouts. Accordingly, Mohammad Kamran identified few Indian Nationals in Dubai and also identified one Indian national namely Mohammad Salman in New Delhi for this purpose," the NIA added.

Kamran then started transferring large amount of funds (through hawala) with the help of Mohammad Hussain Molani.

The agency added that it was also in the process of rounding up investigation in the matter.

Terror helper arrested from Lucknow, raises funds for 'Lashkar'

Lucknow: Uttar Pradesh Anti Terrorist Squad (ATS) has achieved great success on Sunday. The UP ATS has arrested Saurabh Shukla, who assisted Pakistan's terror outfit. According to information, Saurabh Shukla was a terrorist organization operating in Pakistan to raise funds from India for Lashkar-e-Taiba. He is originally a resident of the direct district of Madhya Pradesh.

The police official informed that Saurabh India had collected the information and sent it to the terrorist outfit Lashkar-e-Taiba. Not only that, Saurabh used to collect money from India and send it to Pakistan to help the Lashkar-e-Taiba carry out its activities.

Uttar Pradesh police had been searching for Saurabh Shukla for a long time. The police had announced a reward of 25,000 rupees to the informant of Saurabh. Saurabh is alleged to have been in contact with the handler of Lashkar sitting in Pakistan with members of his network via phone and internet.

Easter Sunday bombings : First overseas case for India’s NIA

The Easter Sunday bombings case in Sri Lanka is likely to be the first case for the NIA to probe after Parliament amended an Act empowering it to investigate terror cases abroad, the Times of India reported.

Over 250 people were killed when nine suicide bombers carried out a series of blasts in Sri Lanka on April 21.

With Parliament giving its nod to the National Investigation Agency (Amendment) Bill on July 17 and the Law Ministry issuing a notification to this effect on July 25, the first case to be investigated abroad is going to be the Sri Lanka blasts, a Home Ministry official privy to the development said.

A two-member team of the NIA had visited Sri Lanka in May and had held discussions with authorities there about claims that some terrorists, owning allegiance to the dreaded terror group ISIS, had travelled to India, including Kashmir. The amended Act gives powers to the NIA to probe terror attacks targeting Indians, Indian interests abroad and having links with India.

The latest amendments will enable the NIA to additionally investigate offences related to human trafficking, counterfeit currency, manufacture or sale of prohibited arms, cyber-terrorism, and offences under the Explosive Substances Act, 1908. A special court in New Delhi will preside over such cases, according to the amendments.

Before the Easter Sunday bombings, India had alerted the island nation that ISIS terrorists were planning to carry out strikes there.

India had been regularly sharing intelligence inputs about a possible terror attack in Sri Lanka targeting the Indian High Commission and religious places there, officials said.

Sometimes its not about cost but about making a statement. There are plenty of other such preachers in India who have plans of leaving and becoming the next Zakir Naik. Make an example out of him and some of them might re-think their plans.
