The aircraft carrier in Indian Naval doctrine - Offensive or Defensive ?

In October 2015 Indian navy released a document named " Ensuring secure seas ". It aims to look at the war scenario between India and Pakistan and the role of small deck carriers in the war theatre.

Salient features included how a small decked carried is limited towards taking part in offensive capabilities in early war scenario.
However the important part was an offensive doctrine aimed not at bombing shore based defences rather action against maritime routes re-routing into 3 of Pakistan's nodes at the sea.

The actions would have lasting effects on trade and the ability to continue with he war for Pakistan.
A crippling attack on maritime trade routes accessible by Pakistan , simultaneously securing Indian benefits does not limit the AC and its assets to net defensive role.

How far would the CBG and its air assets be effective compared to land based fighters?
Fighting in the high seas and its operational co-ordination is an important factor. Is the airforce better equipped than the Indian navy ?

How much of that is practically possible with the assets in question.
Any given condition at 70 % availability of air assets we need equal numbers for defence of the CBG , so how much can you spare to attack.

Regarding the show its definitely a big show as somebody famously quipped the " the US Carriers are more of an US political tool than a war-machine. "

Sir servicibility at war is different than at peace time.
