Pakistan's is going to struggle with power insecurity for a while. While surging demand will address a little of the underutilization problem, as these plants age their capacity will decrease. With the mountain of under recovery and the one sided contracts the other payment clauses in the contracts will kick in and the sector could see a potential implosion.
The only silver lining is that thanks to the dumping of cheap Chinese panels there has been an explosion in the use of domestic use of solar panels. Pak consumers are adopting solar like there is no tomorrow - perversely this is also contributing to capacity underutilization further hurting the power companies.

That money is siphoned off using fronts. Contracts are taken by fronts and the money skimmed and moved into offshore accounts with poor quality/incomplete or no work done.
They did that in CPEC too. In a single power plant almost 35% of the budget was skimmed off (no work done). The remaining 65% has its own story (overbilling, work not to spec etc).
