I think there was some understanding between the R&AW & ISI which began during Gen Bajwa's tenure that Kashmir struggle will continue from Pakistan's side but no civilians will be hurt and no action outside Kashmir and only minor and low intensity kinetic actions on both sides, this was broken by Asim Munir in Pulwama and then in Reasi to become blue eye of his masters somewhere else on the globe.
And just like during congress time they could repeat this in other cities too, this is a very dangerous situation because some people have resentment agains BJP after Ayodhya debacle which may been analysed by the ISI. Looks like Anti-Muneer factions in action. However, this shouldn't distract us from the larger picture. We have recovered huge amount of explosives, one attack in Delhi (whether intended or not) resulting in 12 deaths and good number of injuries. We still don't know how much explosive is out there waiting to blow up. Add the "Ricin" case to all this and we are suddenly looking at a large scale attack against our citizens. It is time to finish what we started in May. Hope our leadership has learnt it's lessons.
I'm afraid a good chunk of our Judiciary has some real soft side for Terrorists. They will reduce death sentence to Life imprisonment on humanitarian grounds like many incidents in the past.
Foreign voices are trying to downplay the incident. It is not by any means any smaller than Pulwama. The loss of life is lower, but that's just sheer luck.
