He actually sees little chance of an extended skirmish or war with China though in his opinion it's the opposite in the case of Paxtan.
What's more he's also a strong votary of geography acting as a great limiting factor in Chinese air operations against India .

The clip doesn't appear to be the same but rather similar. The tracking and panning of the shot as well changing of the subject between the clip makes me doubt if they are indeed from the same video. Thanks for the link.
