I feel like blame is murky and probably falls on a wide range of agencies/individuals between civilian government, IAF, and other bureaucrats. Ultimately, does it matter? The failure to take defense modernization seriously meant that India would always pay a higher cost in blood/treasure to ensure its strategic objectives are met. Unless you've a public statement by Munir himself to the effect that there'd be no retaliation, expect one & a big one at that from Fauji Foundation for like an American defence analyst quipped about Musharraf when he took power - he's the kind who won't ask before he leaps, " why the hell should I leap? " instead he's the kind who'd leap first & then ask , "why the hell did I leap? "

A visible response was given where even normal Pakistani citizens have seen their Air defense /Air force incompetency along with video proof from our side ....even in the press conference its made clear its not the end and there will be response if Pakistan try further ....when we are aiming to be a 3rd largest economy , getting supply chain from China we need to balance both the response and escalation ladder carefully so the larger goal of India becoming a developed country is not affected ....government has to walk the tight rope and they did a decent job , lets not make even a good success looks like a failure
