When the government initially sent out invites to global 5G majors, Chinese firms Huawei or ZTE were not invited. It took a protest by Huawei, which has established a big centre in India, for the government to relent. ZTE, though, didn't receive any invitation. In an invitation to Huawei, the telecom secretary asked it to participate in the trials, and even complimented it for developing the telecom sector in India. The others invited are Nokia, Ericsson and Samsung, all of whom have started making presentations to the government.

The US recently asked its treaty allies and other close partners to refrain from using Huawei in their systems. The 'Five Eyes' - US, UK, Canada, Australia and New Zealand - joined in to restrict Huawei's presence in their 5G systems. Germany and other European powers have issued their own restrictions on Chinese tech investments.

India hasn't articulated its security concerns, but sources say there's an unwritten rule against Chinese investments in sectors which could soon be labelled 'critical infrastructure'. The government has set up a high-level 5G forum, which includes secretaries from telecom, science & technology, electronics & IT besides some experts.

The Indian government had constituted a high-level task force to develop the 5G ecosystem in the country. In the next 5-7 years, beside an early deployment of 5G services in the country, the government aims to create a globally competitive product development and manufacturing ecosystem covering 50 percent of the Indian market and at least 10 percent of the global market.

India has also established a $77 million 5G testbed to support service providers developing 5G products and services. In the past few months, members of the task force have had interactions with the armed forces' leadership on the subject of enhancing the self-reliance of the Indian defense forces in critical advanced technologies.

"We have to understand that it is not a simple progression from 4G technology to 5G technology. 5G is a totally different technology with high strategic significance. Whatever happened in the past is history," BK Syngyl, a former CMD of VSNL, told Sputnik.

Nevertheless, Chinese firms have made strong inroads into India's growing mobile phone and data market in the last few years. India permits up to 100 percent foreign direct investment in the telecom sector, but it requires approval from a government board. The board regularly checks investor profiles, including whether the entity belongs to a friendly or unfriendly country. Despite these checks, Chinese firms invested an estimated $2 billion in 2017 in India.

"Ban the procurement of any Chinese telecom equipment in any government telecom network (centre or state), including power, rail, defence and PSUs. We believe that indigenous equipment makers already have the products, IPR as well as manufacturing capability and capacity to address these needs," Telecom Export Promotion Council (TEPC) Chairman Shyamal Ghosh said in a letter to Doval.

Ghosh, former telecom secretary, shot off the letter following recents move by developed countries like the US, Japan, Canada, the UK, Germany, Australia and New Zealand to block purchase of equipment from companies such as Huawei, ZTE and Fiberhome, particularly for 5G networks.

"While it is common knowledge that telecom equipment from China pose severe security threat (especially for India), recent decisive actions by technologically savvy countries have confirmed this," Ghosh said.

He cited case of Estonia that faced DDOS (Distributed Denial of Services) attacks in 2007 and case Stuxnet which target SCADA systems and is alleged to have affected Iranian nuclear programme.

"It is in this context that I would like to bring to your kind attention, the perception of our members to a rising security threat of Chinese telecom equipment vendors being used in our telecom networks," Ghosh said. He said that India is transforming into digital nation for which telecom network should be purchased from trusted source.

"Also, by offering low prices and long-term financing ,backed by their state owned banks, they are winning major part of the capex spends of private telecom operators in India," Ghosh alleged.

He said that with mounting international pressure against Chinese telecom equipment vendors, there is a strong possibility that they will increase their focus on India to garner more business and further aggravate cyber security risks in the country.

Chinese telecom gear maker Huawei said that it is actively engaged with the Indian government and telecom operators, and is ready to put up its “source code” for screening and testing to allay security concerns.

“In the UK, the government had set up a test center, and we had put original source code in that center for full screening and testing. In 2010, there were security concerns in India, and we had given committed to the Indian government to put our source code. We were the only one to do that. We are ready to do that now,” Jay Chen, Huawei chief executive officer in India, told reporters.

Chen said that there hasn’t been any evidence that proves security-related allegations against the company’s products and solutions. “There has been no proof. All telcos have chief security officers that work with our security officer. We have a very mature working mechanism on security checks and everything,” he further said, adding that the Indian govt and telecom operators are very mature. they are mature.

The executive added that Huawei is 100% employee-owned company, and isn’t state-owned or a public company in China.

Media reports said that Huawei will invest $2 billion in cybersecurity over the next five years as part of its global efforts to ease security concerns.


ET on Friday reported that India was unlikely to ban Huawei from selling 5G equipment in the country, in a reversal of its earlier stance, despite the US calling for a boycott over espionage concerns.

The Cellular Operators Association of India (COAI) has recently also defended Huawei amid reports that said that the Telecom Equipment and Services Export Promotion Council (TEPC) was planning to seek restriction against the Chinese telecom gear maker over national security concerns.

Telecom equipment providers such as Sweden’s Ericsson and Finland’s Nokia also source parts from China but both say they have tight controls and security protocols in place.

Chen said that the company is committed to making further investments in the country, and is currently working on a plan to resume local manufacturing of telecom gear and enterprise products.

“We are thinking over the new plant for carrier business and enterprise. We are closely working with HQ for the new plant. We recently met people in Chennai. We understand Make in India project,” Chen said.

Huawei earlier this year moved from its special economic zone (SEZ) manufacturing to FTW zone near Mumbai due to low demand for equipment and other challenges.

On the handset part, the company recently extended its manufacturing capabilities by partnering with Foxconn. It already works with Flex to make handsets in India.

Chen said that Huawei’s headquarters (HQ) considers India as a priority market and recently gave its support to the Indian unit to take part in the upcoming 5G field trials.

“5G real trial is a real investment. We discussed with the HQ,” he said, adding that the company made recent investments in setting up a new enterprise lab in Gurugram.

Huawei has earlier this week submitted joint applications with telcos for 5G trials. Chen said that the company is under discussions with all three private telcos in India. “We are waiting for the DoT’s final approval for these tests. We are also working with them for the trial spectrum.,” he added.

Go-ahead includes trials featuring indigenous 5G technology​

The Department of Telecommunications (DoT), Government of India, approved today, permissions to Telecom Service Providers (TSPs) for conducting trials for use and applications of 5G technology. The applicant TSPs include Bharti Airtel Ltd., Reliance JioInfocomm Ltd., Vodafone Idea Ltd. and MTNL. These TSPs have tied up with original equipment manufacturers and technology providers which are Ericsson, Nokia, Samsung and C-DOT. In addition, Reliance JioInfocomm Ltd. will also be conducting trials using its own indigenous technology.


The permissions have been given by DoT as per the priorities and technology partners identified by TSPs themselves. The experimental spectrum is being given in various bands which include the mid-band (3.2 GHz to 3.67 GHz), millimeter wave band (24.25 GHz to 28.5 GHz) and in Sub-Gigahertz band (700 GHz). TSPs will also be permitted to use their existing spectrum owned by them (800 MHz, 900 MHz, 1800 MHz and 2500 MHz) for conduct of 5G trials.


The duration of the trials, at present, is for a period of 6 months. This includes a time period of 2 months for procurement and setting up of the equipment.


The permission letters specify that each TSP will have to conduct trials in rural and semi-urban settings also in addition to urban settings so that the benefit of 5G Technology proliferates across the country and is not confined only tourban areas.


The TSPs are encouraged to conduct trials using 5Gi technology in addition to the already known 5G Technology. It will be recalled that International Telecommunications Union (ITU) has also approved the 5Gi technology, which was advocated by India, as it facilitates much larger reach of the 5G towers and Radio networks.The 5Gi technology has been developed by IIT Madras, Centre of Excellence in Wireless Technology (CEWiT) and IIT Hyderabad.


The objectives of conducting 5G trials include testing 5G spectrum propagation characteristics especially in the Indian context; model tuning and evaluation of chosen equipment andvendors; testing of indigenous technology; testing of applications (such as tele-medicine, tele-education, augmented/ virtual reality, drone-based agricultural monitoring, etc.);and to test 5G phones and devices.


5G technology is expected to deliver improved user experience in terms of data download rates (expected to be 10 times that of 4G), up to three times greater spectrum efficiency, and ultra low latency to enable Industry 4.0. Applications are across a wide range of sectors such as agriculture, education, health, transport, traffic management, smart cities, smart homes, and multiple applications of IOT (Internet of Things).


DoT has specified that the trials will be isolated and not connected with the existing networks of TSPs. Trials will be on non-commercial basis. The data generated during the trials shall be stored in India. TSPs are also expected to facilitate the testing of the indigenously developed use cases and equipment as part of the trials. One hundred applications/ use cases selected by DoT after conducting the recent Hackathon on 5G applications can also be facilitated in these trials.
